Having considered that with a 100% yes vote from the High Council Of The Constitutional Hegemony of Stelmar and with the approvation of the 1st Hegemon Teanakuma the Part I of The Constitution, concerning the Foundamental Principles has been approved: I Pageko, 2nd Hegemon of the Constitutional Hegemony of Stelmar, open the discussion for writing Part II of the Constitution concerning the Rights and Duties of Citizens; and Part III of The Constitution corcening the Organisation of Stelmar. Well, we have the basic rights written down in the Bill of Rights. Maybe I'm being short sighted but I can't think of any more actual rights. Could we move the Bill of Rights to the 2nd Part of the Constitution? For Part 3: If a person can gain 15 or greater percent of the voter base they can start a political party. The head of each party, called a Pater, would have the authority to pick the party candidates. People can run as independents if they so choose. These candidates would either be for the High Council election or for the Hegemon to pick from for the other positions. |

Part II Art. 1 The Hegemony recognises the rights of the family as a natural society founded on marriage. Marriage is based on the moral and legal equality of the spouses within the limits laid down by law to guarantee the unity of the family. |
