So this picture is staring straight down a city street or alleyway, with buildings on either side, a blurry group of four people at the end. It's likely that it's Dressrosa, but I could be wrong.
First off, for what I am about to describe I would suggest using a regular 8 by 11 piece of paper and draw landscape. If you think you think you can adapt it to whatever your using go for it.


Street/Alley: About 9 inches of the bottom of the page is road, starting from the left. It then takes up less and less horizontally as it goes vertically up the page. About halfway up the page it stops, where it only takes up about 3 inches of the middle of the page. So my suggestion would be to draw a 3 inch line in the middle of the page, then draw a line from the left side of the line straight to the bottom left corner of the page, then draw a line from the right side straight to about 2 inches in from the bottom right corner. The street is some kind of light purple with a design of lots of circles within circles. So just draw a bunch of bigger circles, then keep drawing circle within those circles.

Building A(first on the right side): This building is simple. Basically a rectangle going from the bottom of the page to the top. It's 2 inches wide and a dull green. Halfway up is the tricky part, there is a window with a sill and a canopy over it. The window goes across almost the entire width of the building, from the right side of the page to about maybe a centimeter from the left side of the building where it's a sliver of green again. The sill, which is white, juts out some so it goes all the way from the right side of the building to the left, no green seen. It's a four panel window, the panels are equal in size and separated by a light brown cross. The canopy starts about maybe 1.5 inches above the window and comes down to the top of the glass panels. Horizontally at the bottom it goes from the right side of the building to about half an inch past the left side, the top just goes to the end of the building. The canopy is striped white and the same dull green the building is. They come down at an angle so you only see half of the first green stripe on the right, then four more stripes, alternating white than green. The rest of the building up is just green again.

Stairwell: Between the green building and the next is an alleyway stairwell, the bottom of the stairwell is on the road and only takes up about an inch horizontally, we can only see the stairs about two inches up from the bottom of the page, another inch above the stairs is a white handrail attached to the side of the next building.

Building B(second on right side): This is the only building we can see the side of, the part above the stairwell. No features other then the handrail and single small white stripe halfway up the building. Other than the stripe and the handrail this entire side is a medium blue. The front face this building is pretty big and since it's farther away the details aren't as defined. The bottom of this building will take up the rest of the right side of the road. It's split into a bottom and top half, separated by the same white stripe on the side of the building. Top half is simple. It's got three different 8 panel windows(2 vertical columns of 4 panels), no sills or canopies. Just space them out evenly along the building and it'll be fine. The wall is a light blue. The bottom half is the same color, but there is a giant arched door in the middle that goes from the road until about half an inch below the stripe. The door is light brown and looks to be wood. So think of it as being a 14 vertical beams of wood attached, horizontally there are three beams, one just above the bottom, one just above the middle of the door, and then one more just before it starts to arch. There are two windows on either side of the door, arched windows made of four glass panels, unlike the windows on top they have light brown sills. Just make the arches on the windows even with the arch of the door.

End of the Road: At the end of the road there are four people all facing you. First on the right has blue pants, a white shirt with buttons and a blue scarf, head is not detailed, just draw a head shaped circle. Second person has white pants, a gray bratwurst and is holding a knife in his right hand in front of his body. Also his head appears to have small horns. third person is actually partially behind the fourth, his design is the same as the first but we can't see his right side. The forth person has the same color scheme as the second, only with a red scarf and no knife. Behind these men is a white building that goes from the top of the road to about an inch below the top of the page. The only features this building has is two eight panel windows about an inch below the top, evenly spaced in the middle. Above the building is the top of green trees, with some kind of white tower behind them, can't see the top of the tower, on either side of the tower is blue sky.

Building C(first from the left): This building is all brown bricks, from 2 inches above the road to the top of the page, only about 1 inch wide. There is a tiny 2 panel vertical window and an inch from the top. the 2 inches between the bricks and the road is half some kind of pink fence, above the is half an inch of bushes, then half an inch of gray.

Building D(second from left): This pink building takes up the rest of the road from the bricks to the end of the street. There is a brown door on the bottom left side about an inch wide and three inches tall. Above the door is an arched sign will illegible lettering on it, about half an inch to the right of the door is another arched window similar to the ones on building B. The very bottom of this building from the door to the end is a white stripe. There is also a white stripe going from the left side to the right about 3 inches above the door. Another inch of pink wall before getting to the top of the building which is all white until the top of the page
