it also makes it really easy for that guy to flip to the other tribe because 1) he was just really close to being voted out and 2) his partner is already there, and whoa that's what happened

As someone who usually gets with partners in games in similar situations or visibility like Shaco, they're usually a benefit rather than a detriment to have around as long as they're not inactive. It also purposely puts Shaco and their partner in a possibly safer position along with that partnership in the long run imo.
Usually people like to keep Shacos around anyway, because they seem more easy to flip or have few friends and others like pretending to be their bestie.
