Basically I think my story would work much better off as a game since I don't think a book would be the right format for it anyways.
This probably won't ever actually be a thing, but it's fun to conceptualize anyways.
Basically, the gameplay is a turn-based RPG with action-commands, sort of like Paper Mario, Mario and Luigi, and Legend of Dragoon.
You control up to six (!) party members at a time, each with their own insanely complex action commands for different attacking styles for each character!

Characters:
Elecrai
Rochrono
Lilith
Some Angel archer girl whose name I haven't thought of yet
and, if I get their permission, Juice and KatanaMeister.

Each character has different equipment styles and attacks, with different action commands for each.
Elecrai can use either guns or his claws. The gun action commands switch you to a temporary first-person view where you have to aim at your targets. The claw action commands are simple combo-based attacks that only hit one target, but generally pack more punch.
Rochrono only has dual-blades for his weaponry, which has action commands based on what sword you want to use in parts of combos, allowing you to hit an enemy with one specific sword or mix up your attacks. Rochrono can also use time-based magic specific to him, allowing him to stop time completely with one spell, or speeding up the party.
Lilith's equipment is based on different elemental magic augments, powering up certain elements in her spells. Each spell element has different action commands depending on the general power of the spell and its element itself.
The angel girl's equipment is split into longbows and crossbows. The longbow is generally faster and an easier action command, but doesn't deal as much damage. The crossbow has a slower and harder action command, but deals more damage. She can also use healing and party support spells.
Juice's (if CJ gives me permission to use him) action commands and attacks would be based on the different forms given to him through different juices. Each form has different stats and attacks, making Juice a sort-of gimmicky-yet-powerful character.
KatanaMeister's (again, if Logan gives me permission) action commands are based off of the various katana sets available to him, making him a fast and heavy hitter, but with weakened defenses. The action commands are insane combo based attacks, allowing you to spread your attacks over a bunch of enemies or dealing a lot of damage to a single enemy.

Each character also has different ways of obtaining their equipment.
Elecrai's guns have to be crafted in special shops in cities, requiring you to find the materials needed in dungeons and other areas. For his claws, you have to find various "metalizers" that change the metal in his claws.
Rochrono's dual-blades are generally bought from weapon stores, with some of them being hidden in various dungeons and such.
Lilith's magic augments are bought from magic stores, as well as her spells. Of course, she also can find special augments and spells in other areas.
The angel's bows are bought from weapons stores. She buys her spells from the magic store, and, as is the case with pretty much any other character, finds bows and spells as well.
Juice's transforming juices are bought at Juice Cafe's. There's also a special hidden "super juice" that requires a bit of hunting and trading to find.
KatanaMeister's katanas are bought at none other than the weapon store, and yeah, you find other ones as well. Each of his seven katanas are in a single equipment slot to make things easier.
In terms of armor/clothing, here's where you buy them for each character. You also find them, yeah, yeah, you know the drill.
Elecrai/Rochrono/Katana: Armor Store. Elecrai has light armor, Rochrono has medium, and Katana has heavy.
Lilith/Angel: Magic Store. They equip magic robes and stuff like that.
Juice gets his "armor" from Juice Cafe's, in the form of things like extra ingredients and such. His various forms also have different defenses.

Areas are generally found in "sets," allowing you to complete certain dungeons/towns/whatevers in whatever order you want.
Enemies are generally matched towards your level, so no one area in a set is harder than the other.

Does this game have one of those "special" meters? The ones where you can use some kind of overpowered move when it's full.

Does this game have one of those "special" meters? The ones where you can use some kind of overpowered move when it's full.
Hrmm....
I think I'm going to roll with a special meter that, once you fill it up, you can turn into a special form where you pretty much have all the same attacks only stronger, and a special attack that requires a highly difficult action command. This special attack of course is extremely powerful. (And can be used on bosses!)

Mind explaining to me how exactly the levels/sets work? I read it as the monsters level up the same as you so not one area is harder. I guess the reverse holds true, not one area is easier, which removes any sense of progression. Of course I might've just misunderstood what you meant.

Certain chapters in the story might have let's say, two or three dungeons in them. You can take on any dungeon in this chapter in any order. The enemies match your level.
