I wanna be one of the characters in the backgrounds cheering or if possible be a playable character too. The only form of range attack I have are my udders.

Well, if your avatar gif is one of your characters, we may possibly work you into a background, because besides it being a cow, uh, stripper, then we don't have much else to work with in terms of moveset.

That would be the basic moveset. There could be other things added later as we get around to things. Feel free to amend this as you see fit

Well, this would really be a "moveset" per se, as it is a list of animations and sprites needed. While you have most of the basics down, here's some things to note.
-Instead of "Punch I" and "Punch II," we need more along the lines of "Weak Punch," "Medium Punch," and "Heavy Punch," same with kicks. Maybe in order to save space on the keyboard, you press Light Whatever plus Medium Whatever to do Strong Whatever. Duck attacks for all of those are also necessary.
-I'm not sure what the uh, "Combo Smashes" are, but if you could elaborate on them, I'll decide whether they should be there or not.
-Ducking and Aerial Defends should be there, no fighting game is complete without them.
-Specials can't really be simplified into "I," "II," and "III," UNLESS, of course, you're referring to things along the lines of a Hyper Combo or an Ultra Move, things along those lines, in which case we still need to work out a Special Meter system.
However, if you're not referring to those, and rather the simpler special attacks such as the basic Hadouken or Shoryuken, then unfortunately we can't simplify the range of special attacks to just three. Each character should have a varied range of attacks available to them, or, they may have few special attacks but better potential than others with basic attacking strategies.
For example, let's say that I, Tyler, as a character, might have about six or five special attacks allowed to me. However, my regular attacks themselves wouldn't be as powerful or useful (to an extent). However, Logan, as a character, might have only two or three special attacks, but his regular attacks are a lot more flexible and powerful than his specials.

Shit, that does provide a problem. If you aren't okay with it, I can consider renaming her Rose, but that's already the name of a Homestuck character lol. Kyomu and Ripura sound too kawaii, though.

How she fights? Ah... give me some time to think about it, since I haven't ever imagined that before.

I guess I just thought it looked cool. We can remove that in the game, though.
You don't have to remove it, I was just wondering why you made all the colors black.
There's nothing wrong with black cloths but it just looks pretty dull and there seems to be a lack of contrast.

Ah! I thought you meant the hair. Nah, I made it that way because irl all I wear is a single black jacket, and usually white shorts and shoes as shown.

Tylark needs to be a playable character. He can fight with his nose.

Also, we should have team specials. For instance, if Tylark and Doc were on a team- Boogar+longnose combo=destruction

all this concept work and stuff can be put towards level design for MMCC which is all we really need besides music :v

Though I'm not going to be the nagging nazma of this so I guess I'll draw concepts of my two characters? idk!
