You have deigned to undertake a perilous voyage, for to arrive at the answer to CHIM is to simultaneously experience it, and thus we herein find our first obstacle.

Nonetheless, JHUNAL and his glory is not for the faint-hearted, and a purposeful stride towards understanding shall surely favored by the Aedroth of Knowledge. Therefore, let us begin first with a caveat: what shall follow is not "the answer", for such a bright-line response has not been supplied, and what we shall end up with will be merely a conclusion based upon what evidence we have. And because it is inherent in the nature of deductory conclusions to allow for debate and dissention, I will trust that you, the reader, if not satisfied, will continue onward towards your own conclusion.

To begin, let me state that what hinders most people in their search for understanding CHIM is that they forget to acknowledge that some sources describe the "syllable" and others describe the state of being, botch called "CHIM".

PART ONE: "CHIM" AS A LETTER

"CHIM" is both a syllable and a sigil (i.e., alphabetic character) from the language used by the gods who ended up being the Earthbones, called the Elnofex.

"From the Ehlnofex: an ancient sigil connoting 'royalty', 'starlight', and 'high splendor'. As with most characters of that dangerous language, the sigil CHIM constantly distorts itself. Those scholars that can perceive its shape regard it as a Crowned Tower that threatens to break apart at the slightest break in concentration." (Vehk's Teachings, "More On The Psijic Endeavor")

Notice that the letter is described as being in flux or changing, which means that the letter on paper is hard to read or visualize. What throws most people off is that they forget that MK actually took the time to describe what other, more lazy, authors would have simply described as "a magic language". That's it, nothing really show-boaty about it. As a matter of fact, remember that the elves claim descent from those same gods. (see e.g. The Monomyth) Few people from around Tiber Septim's time could even read the stuff that elves wrote because it was so chock full of magical characters that most readers would experience some nasty things if they tried.

"...so inextricably linked with dangerous theosophist numeral-symbolism that much of what is recorded here requires... sorcerous precautions on the part of the reader. [Hidden magic] is everywhere incorporated in their writings... signs and preternatural runes and [correspondences]... in expenditure columns, even, or margins [that] can be fatal to the uninitiated. Crucial pages were covered with the spittle of the previous translator, who had babbled idiotically over the text for days before catching fire." (PGE, 1st ed., "The Aldmeri Dominion")

Thus we have solved the first part of your query and concluded that the character "CHIM" is a magical letter from the god language that is hard to perceive to the uninitiated.

PART TWO: "CHIM" AS A STATE OF BEING

What is "CHIM" as a state of being? We have several descriptions to turn to, so let us list them for the sake of convenience:

"CHIM. Those who know it can reshape the land. Witness the home of the Red King Once Jungled." (Mythic Dawn Commentaries, Book Three)

And Talos said to his army, "I breathe now, in royalty, and reshape this land which is mine." (From The Many-Headed Talos)

CHIM is "a process of apotheosis, where time itself is bent inward and outward into 'a shape that is always new'", and anyone who manages to achieve this state "experiences an ineffable sense of the godhead, and escapes the strictures of the [Aurbis]." (Vehk's Teachings, "More On The Psijic Endeavor")

Now, before we proceed, please remember that the sigil CHIM is described as a crowned Tower by those who can see it. Hereinafter do we proceed with deduction. The Tower is crowned due to royalty. Metaphysically, the Tower "is the existence of the True Self within the Universal Self." (Vehk's Teachings, "...the Tower") Nonetheless, it is not the Tower that CHIM represents, it is the secret within the Tower that we crave.

Conclusion 1: The state of being CHIM is "the Tower's secret".

But what is the Tower's secret? Vehk describes it for us when he says "How to permanently exist beyond duplexity, antithesis, or trouble. This is not an easy concept, I know. Imagine being able to feel with all of your senses the relentless alien terror that is God and your place in it, which is everywhere and therefore nowhere, and realizing that it means the total dissolution of your individuality into boundless being. Imagine that and then still being able to say “I”." (Vehk's Teachings, "...the Tower")

Conclusion 2: The state of being CHIM is returning to the point in space/time where Akatosh and Lorkhan separated into the two beings from which everything else came.

Lorkhan is known as the "Space God", which makes the following passage easier to read.

"The Aedroth Aka ... is completely insane. His mind broke when his "perch from Eternity allowed the day" and we of all the Aurbis live on through its fragments. In the ... self-applause that followed ... is it any wonder that the Time God would hate the same-twin on the other end of the aurbrilical cord, the Space God? ...every experience (that is, everything) born from that primal wail ... and all the magic that would need to spring forth just to hold it together ... from the need to exist (axial, along its two-headed fighting rays, each refusing their origin point, that is, Tower), ...and in the end ...it all becomes a lobotomized ...reptilian ...and massive map-god ...drooling ...on his countless knees, dementia given dimension, dimension dementia... " (et'Ada, Eight Aedra, Eat The Dreamer)

Thus we have Akatosh and Lorkhan pulling away from one another from a central point, which geometry fans know would be called two "rays". That central point is the Tower, and when one returns to it and realizes that the battle between Akatosh and Lorkhan is really their battle.

Now we know why it is Vivec that seems to know so much about CHIM: he is the Thief, and the Tower is one of its charges (i.e., something that it protects). The Thief represents "the taking of the Tower's secret".

Finally, we come to understand that the answer to your query is this:

It's just you, my friend. It's your world. Do with it as you wish. Breathe in the royalty. Or do not. Your only judge is yourself.

 Eh, I don't think I want my gray matter on my nice screen and the inescapable knowledge that is CHIM within my feeble mind, so I'll pass on research beyond the Word Merchant's post. Nice job, by the way.

I love Tes lore, but this is one subject I rarely like to touch. I prefer the theological and historical aspects that I can make a story on. For example: the Alessian Rebellion, the assassination of the Potentate(s), the formation of the Morag Tong and the subsequent Dark Brotherhood, Almsivi, etc.

Hey 946; I too know you yet doubt you know me. I try to give answers on the lore forum at Bethsoft every once in a while :)
