Perhaps a good first task for the Imperial Senate would be to draft a governing document. Right now everything is very informal since nothing is codified. What I had in mind was a system where both the Senate and Cabinet are given broad powers. That is, the cabinet can do most anything that isn't against the laws of the Senate, and the Senate can make whatever laws it deems appropriate. But it depends what others here want. All I'll say is that in my 6-7 years of playing NS (jeez), I've found that flexibility is key - bureaucracy and paperwork do not translate to the game well. Thoughts? |

I would agree that bureaucratic governments are no good in NS. Often they become so bogged down by needless clauses and rules that they not only alienate new players, but I have witnessed the authors of such documents unable to find anyone willing to fill the complex positions they have created. Broad is good. Let each player mold his/her own path. |

I agree completely. When I took the delegacy of the North Pacific, I instituted a new government and abolished 90% of the government positions since they were vacant more often than not. |

Majesty, I agree, given i am only a new senator, that we need soe form of governing rules for said region, i sayin that i also agree to many can become complicated and many persons would find this a burden. What form would you like this "constituion" to take ? |

dear fellow senators and members, Per the Emporers proposal of a governing paper i would like to sugest that it covers the following topics: 1. The Sovereign 2. The Cabinet 3. The Senate 4. The Military Within those Chapters would entail the governing powers of Sovereign and Cabinet and the Lawmaking ability of the Senate and the use of the military and military leadership. This is just a suggestion but i would like my fellow senators to have a think about it and offer their opinion. Hopefully having these four sections will be broad enough for all of us to agree on it. |

all I will say is care should be taken when legislating the military, at the risk of making it ineffectual or having the senate ignored. perhaps the military should be discussed briefly under another document, and the senate here should focus simply on the civil government and foreign relations that are not of a military nature. I have confidence in the military leadership. *Horak salutes* |
