this office would be a sort of Speaker of the Senate someone who would preside of the senate to keep order and break tie votes. thoughts?

I think this is a good idea. Furthermore, I think more Senate executive posts should be created to reward activity and good will.

Absolutely. The Senate should be able to establish its own rules and regulations IMO and this includes an election of a Senate President.

I am thinking that it would be a good idea to establish a 'Council of Ministers' to run the internal affairs of our region and its colonies. I'd like for the Senate to elect these Ministers, at least in the long term.

In the short term we'd have two options, then. Either we could establish election procedures and elect these Ministers as quickly as possible, or I could appoint interim Ministers until the Senate is prepared to elect them. Same goes for the Senate President.

Thoughts?

Majesty and colleagues,

I agree with the idea we should have a council of ministers and Senate President. Given that we in the senate have many things going on right now i am thinking the Emperors idea of him appointing them and then we as a senate body electing them at a later date is the best way to go.

Majesty if you could give us a comprehensive list of the available positions im sure some of us would put our hand in to fill fill them in the short term.

Given i will now be busy with being a Member of this great chamber and Proconsul of Free Kosovo, I will not, at this time be seeking a ministry, rather Majesty , I put my hand up to remain in this great chamber as its leader, As President of the Senate.

I believe that it is best for the Emperor to appoint the Interim
Ministers for now, until a later date. I myself would like to get involved in the Government in another way.

I disagree.

Senate President seems simply a title to rank one nation over another. I would like to see everyone in the senate as equals, as I feel this will encourage activity. Delegating responsibilities is a two way issue, once you say someone is doing something, that means everyone else no longer has to do that thing.

For example, "to preside over the senate"? What does this mean exactly? To bring a bill to a vote? To moderate the forum?

I think a simple procedure can be developed so any senator can bring a bill to vote, such as requiring the bill to be seconded in a draft thread, and then simply make a thread and have a 5 day voting period or something.

In terms of moderation, I would leave that to an actual moderator, therefore I don't think their really needs to be a Senate President. If people are going to create positions, that can be done extensively in the Cabinet (both foreign and domestic). However, I feel for ourselves and for the sake of new players, the senate should stay as simple and equal as possible.

A Senate President would not be responsible for forum moderation.

These were the I had in mind:

-Starting official voting threads once proposals have been seconded/thirded
-Contacting each Senator via PM whenever things come up for vote
-Maintaining a list of Senatorial membership

etc

There are benefits to both systems (having a president vs not)

Also: I will be contacting various people about promotional opportunities (interim minister positions) over the next day or two. Our region is growing large enough to support a larger cabinet.

I would prefer the term "Speaker" to be utilised rather than "President" as I believe the former to be more specific.

I agree Senator as can be seen from when i first announced this issue. I think Speaker of the senate assures people that it is not an executive power role. thoughts anyone

A Speaker would certainly alleviate the burdens that our illustrious Emperor must suffer if messages must be sent to Senators to tell them to vote.
However, should we not be careful to keep the Imperial Legion's bureaucracy as stream lined as possible? Surely adding a post that could be filled easily by others without the need for a title would only complicate matters?
I am for such a position and would like to try my hand at this post if possible but we probably shouldn't rush in. Instead perhaps smooth out and define the true role this Speaker will play so as to avoid confusion?
