OOC: I thought I'd jump the gun. But I've read what was written on the other thread. But I think it solves some of the problems mentioned.

Preamble:
This document hereby defines the legislative bodies in The Imperial Legion.

S1. Composition
S1.1 The government comprises of two bodies, the Cabinet and the Senate.
S1.2 The Senate is to be divided into two houses, the Upper and Lower house.
S1.3 The Cabinet is to be divided into Internal Affairs and External Affairs.

S2. Role
S2.1 The Senate commissions Internal Affairs departments and can regulate and disband them as they wish.
S2.2 The Senate serves as a watchdog for External Affairs departments and can vote 'non-confidence', forcing an cabinet shuffle.
S2.3 The Internal Affairs cabinet deals with regional issues, e.g. "Regional Sport Events".
S2.4 The External Affairs cabinet deals with intra-regional issues, e.g. the Delegacy.
S2.5 The Emperor has no power unless requested to intervene by the External Affairs Cabinet or the Senate. In that case, he has absolute power for the duration/task specified.
S2.6 The Senate Upper House proposes laws, which are voted to and enacted on by the Senate.

S3 Decisions
S3.1 Decisions in the Senate are to be made by democratic vote.
S3.2 The External Affairs department makes decision for the Cabinet as a whole.

S4 Amendment
S4.1 To amend this document, a resolution must be both approved by both bodies as well as the Emperor.

S5 Closing
S5.1 This document serves as the Constitution of The Imperial Legion.

Thanks for doing this, both Durk and I each will be writing a draft as well, so we'll have many good options on the table to discuss.

I have a few thoughts on this. Firstly, it might not be advantageous to divide the Senate into two houses. Activity levels in Nationstates are lower than they once were, and splitting that activity further into two separate houses can result in stagnation.

Secondly, the Emperor is sort of the head of the cabinet (or at least the external affairs cabinet, since he appoints people to it), so it isn't accurate to say that he has 'no power'.

What I DO like a lot in this, is splitting the cabinet into two parts: Internal and External. Perhaps we could go even a step further, and establish two entirely separate ruling bodies: one to take care of security and the military, and the other to take care of internal affairs. The Pacific used to be run this way, with one cabinet doing internal things, and the other doing external/security things.
