Codex of the Imperial Legion

Section 1: General
1.1) The government of the Imperial Legion is to consist of three legislative bodies: The Council of Elders, The Council of Ministers, and the Imperial Senate.

Section 2: The Imperial Senate
2.1) The Imperial Senate is a self-organizing, self-sufficient democratic chamber.
2.2) The Imperial Senate reviews all Council of Elders actions such as, but not limited to declarations of war, treaties of friendship, etc. They cannot reject them, but can stay the bill for up to two weeks.
2.3) The Imperial Senate establishes, commissions, and regulates Internal Affairs Ministries within this region and any colony regions affiliated with this region.
2.4) The Imperial Senate can choose to vote "non-confidence" over any governing body, requesting Emperor intervention in shuffling or removing the members of the specified governmental body.
2.5) The Imperial Senate has legislative authority over the internal affairs of the Imperial Legion and its colonies.
2.6) Imperial Senate Membership can be attained either by a Senate vote or by direct appointment of the Emperor.
2.7) The Imperial Senate cannot disband any Council of Elders post.

Section 3: The Council of Ministers
3.1) Ministries are commissioned by the Imperial Senate. Ministers are to be chosen by the Imperial Senate.
3.2) Ministries can be disbanded and Ministers can be shuffled at any time by the Imperial Senate.
3.3) The role of the Ministries is to perform the tasks commissioned by the Imperial Senate.

Section 4: The Council of Elders
4.1) The Council of Elders is led and Elders are commissioned by the Emperor to carry out Security and External Affairs.
4.2) The Emperor can pass specific positions and areas of policy to Senate control.
4.3) The Emperor can make decisions for the entire Council.

Section 5: Ratification and Amendments
5.1) Ratification of this document shall require a majority vote of the Imperial Senate and approval of the Emperor.
5.2) Further amendments to this document will require a 2/3 vote by the Imperial Senate and approval of the Emperor.

Nay,

In both 5.1 and 5.2 I recognized that not only is a majority in the Senate needed but also the approval of the Emperor. Wouldn't the 2/3 majority already be ironclad enough? I just think that by requiring both the Senate and the Emperor to approve it would allow possible stonewalling for both ratifications and amendments.

This is a sweeping document that also governs the other legislative bodies. It is the general consensus that Emperor approval is required.
