Preamble: To establish a solid foundation for the operations of the Imperial Senate and provide for audit and archiving, the Imperial Senate hereby adopts this omnibus act. Part 1: Senatorial Commissions 1.1 The Imperial Senate hereby commissions the regional Newspaper and the Ministry of Truth, to be led by Yonghouyan. 1.2 The Imperial Senate hereby commissions the Ministry of Roleplay, to be led by New Enterprise. 1.3 The Imperial Senate hereby commissions the Watchdog Council, to be led by a publicly elected leader. 1.4 The Imperial Senate hereby commissions the Archiver, a publicly elected official. Part 2: Tasks Section 2.a.) The Ministry of Truth 2.a.1 The Ministry of Truth publishes the regional newspaper, minimally once a week. Section 2.b.) The Ministry of Roleplay 2.b.1 The Ministry of Roleplay creates roleplay-specific rules for and moderates regional roleplay forums. 2.b.2 The Ministry of Roleplay creates, within three weeks from the enactment of this act, a regional map, creates rules for and moderates the regional map. Section 2.c.) The Watchdog Council 2.c.1 The Watchdog Council observes and ensures that each commissioned ministry does its task. 2.c.2 The Watchdog Council has no executive, legislative or judiciary power. It must bring its findings to the Senate for approval. 2.c.3 The Leader of the Watchdog Council can appoint as many watchdogs as 2.c.4 The Watchdog is a de-commission-able and self-sufficient body. Part 3: Forum Arrangements 3.1 A Chancellor or Minister shall be Moderator of any forum designated to their operations. The Emperor may appoint other Moderators. 3.2 The Ministry of Roleplay may request the Emperor to create any forum or subforum within the Roleplay section. 3.3 An archive forum for passed legislation shall be created. It shall be moderated by the Archiver. |

I like the oversight procedures which would be in effect. I will support this. Just one minor suggestion which would have no major effect... can you correct Yunghuoyan to Yonghuoyan. Thanks. Other than this, I like it. |

Is the use of "Roleplay Council" and "Ministry of Roleplay" intended to mean that these two are different things? If so, what is the Roleplay Council and who else sits on it?
Could you elaborate on this? Do you mean that we should have a moderation-free roleplay section? What would be the argument for that? |

I like this but I think the senatorial procedures should be done first, so we can set precedent on how it is executed by making this law. You already have the tag DRAFT, which is good, once the procedures are finished you can polish it up as a BILL, and someone can second it and we can move to VOTE. Well done. Make sure to clear up New Enterprise's roleplay question though, that confuses me as well. :blink: |

I did, just I was in a hurry. A lot of people don't like to restrict populations / want to be in the same time period (a lot of people like futuristic tech, etc., etc.) and I thought a Free Roleplay Zone would help just in case. |

I see. I think we could cater to different interests with moderation. Okay, let me suggest the Roleplay section be made up like this: Events and Incidents A general place to roleplay things happening. Diplomacy and Trade Set up embassies and treaties or buy and sell things. Media and National News Tell us what's going on in your nation or do media coverage of international events. Science and Technology Boldly go where no one has gone before, write a grammar of your nation's language or build a missile defence system. Free Roleplay Zone For roleplay about anything else, related to NationStates or not. Considered an alternate universe to the rest of roleplay. Out of Character Corner For OOC discussions about roleplay and roleplay infrastructure, such as cartography. Any section lacking? I wouldn't say the Free Roleplay Zone should be free from regulations, just that it should have other regulations. For example, I'd suggest not allowing godmodding in the Free Roleplay Zone either. As for tech levels, I hope we can sort of forget about them. The NS forums are a mess and need tech levels to not fall into a hellish pit, but here we are fewer and it's not at all as hard to deal with things. I would say "go ahead" to anyone who wants to have future technology. The most powerful weapon of them all is the ignore cannon. That is, if you are a tribal nation of hunters and gatherers without gunpowder and electricity and someone launches a nuclear attack on you, you can chose to ignore the whole thing. All participation in roleplay should be voluntary. As a moderator, I will consider it godmodding to have any technology that cannot be countered by other technology. For example, no matter how good your missiles are, someone else might have a defence system good enough to take them out. No matter how good vaccines you have, someone else might produce a biological weapon that threatens to wipe out your population. You can claim in character all you want to be indestructible, but you can't actually be indestructible. The same goes for magic. Eternal life? Sure, but if you have a head someone could decapitate you. Thoughts, anyone? |

I don't think it's lacking. The details are up to you to decide, I've put in one more clause that allows you to request forums without expressed Senate permission. Also, as I've said in the motion draft, Free Roleplay is subject to the forum "house" rules, I don't think that will be an issue. |

Thank you for that new clause, I was unsure of how to go about doing that. The problem is that godmodding and other things that might be good to prohibit even in the Free Roleplay Zone are not prohibited by forum rules, as they are roleplay-specific. |
