Now I'm a bit confused again. I thought when we said "forum rules" we were talking about the terms of service. Are you talking about another set of rules?

Generally speaking, we elect a leader, and the leader selects however many people he wants. The Senate only commissions it to be done.

The draft says:

How could the last sentence be construed to mean that only the leader of the council is elected and s/he appoints the rest of the council?

I would like to suggest the following revisions to the draft:

Section 2.a.) The Watchdog Council 2.a.1 The Watchdog Council regulates and ensures that each commissioned ministry does their task. 2.a.2 The Watchdog Council has no "real" power. They must bring their findings to the Senate for approval. 2.a.3 The Leader of the Watchdog Council can appoint as many watchdogs as he wishes. 2.a.4 The Watchdog is a de-commission-able and self-sufficient body.
Section 2.ba.) The Ministry of Truth 2.ba.1 The Ministry of Truth is to publishes the regional newspaper, minimally once a week.
Section 2.cb.) The Ministry of Roleplay
2.c.1 The Ministry of Roleplay is to complete a regional map within three weeks from ratification. 2.c.2b.1 The Ministry of Roleplay also creates roleplay-specific rules for and moderates regional roleplay forums. 2.b.2 The Ministry of Roleplay creates, within three weeks from the enactment of this act, a regional map, creates rules for and moderates the regional map.
2.c.3 The Ministry of Roleplay also sets the Roleplay Section of the forum "house" rules.
Section 2.c.) The Watchdog Council 2.c.1 The Watchdog Council observes and ensures that each commissioned ministry does its task. 2.c.2 The Watchdog Council has no executive, legislative or judiciary power. It must bring its findings to the Senate for approval. 2.c.3 The Leader of the Watchdog Council can appoint as many watchdogs as he or she wishes. 2.c.4 The Watchdog is a de-commission-able and self-sufficient body.
Section 2.d.) The Archiver 2.d.1 The Archiver archives passed legislation and military history.
Part 3: Forum Arrangements
3.1 Creation of Free Roleplay and Roleplay subforums, creating a Roleplay Zone that ignores the regulations of the Roleplay Ministry. However, forum rules still apply. 3.2 Creation of Official Forum Rules, appointment of Moderators and Global Moderators to enforce such rules. 3.1 A Chancellor or Minister shall be Moderator of any forum designated to their operations. The Emperor may appoint other Moderators.
3.3 Further emphasis on the Roleplay Forum, forums are to be created at the request of the Minister of Roleplay. 3.2 The Ministry of Roleplay may request the Emperor to create any forum or subforum within the Roleplay section.
3.4 Creation of a 3.3 An archive forum for past resolutions passed legislation shall be created. It shall be moderated by the Archiver.

I believe my suggested revisions would make this draft clearer, better organised and closer to legalese.

The IAF is under control of the Council of Elders as per the Codex. However the Senate does have an implied power to create liaisons to the various executive agencies IMO.
