Disallow death penalty for silly cimes; Proposal on region base line on what death penalty is alowd for

I think we should put a base line on what crimes that is acceptable for a country in our region to give capital punishment on.

We should immediate start a pole on "Disallowing death penalty for silly crimes like jaywalking and can kicking".
If we set this law our citizen wont need to be worried abut getting executed in another country in our region for a silly crime. I can't see any problem for any country in the region for the moment but the Utopian governments won't like this law.

We should later rework this law to protect citizen from getting executed from crimes like speeding and "unhallowed religious opinion (at least as a tourist)".

In that case we should instead of calling it silly crimes call it something like morally rights crime. A crime is only considered a crime if *insert percentage here* consider it so. Thus making this "silly" crimes decay depending on the views on people.

If we use the defenision "crimes that don't desturb the society" or would that miss the main gole.
