Just about the only set Arcanine is able to pull off. Arcanine has always been known for its lackluster movepool and it was at its worst in the original generation. I hate seeing two normal type attacks on the same set but they do serve different purposes, and there isn't too much to replace them with. Body Slam is your main attack and is all about the para hax. Hyper Beam is a finishing move when your opponent is low on health in order to bypass the recharge turn. Fire Blast deals great damage with STAB but is inaccurate and best used on super-effective opponents. Reflect is sadly a filler move but it works okay with the set, boosting Arcanine's defenses in order to take on physical sweepers that lack Earthquake such as Pinsir.

Other Options: Dig has 100 power and can actually hurt Omastar, unfortunately it telegraphs itself for an easy switch. Flamethrower is more accurate than Fire Blast but has lower power and Burn chance. Double-Edge is slightly weaker in RBY than in Advance, although it can be used over Body Slam for a little extra power if you don't mind the recoil and lack of paralysis. Mimic is situational but might possibly steal an interesting attack, and Agility is there if Arcanine gets paralyzed and wants to regain its speed. Arcanine also learns Fire Spin with Tradebacks, but barely anyone plays with Tradebacks so that doesn't mean much.

Counters: Arcanine is a strong pokemon but still not unbeatable by any means. Omastar will render it largely useless and other water pokemon will give it trouble. It doesn't have a large number of real counters otherwise, but Charizard might be able to switch in and threaten it with Earthquake once in a while. Other fast pokemon such as Dugtrio might be able to hurt it but can't risk a switch-in.

Opinion: Legendary pokemon oh my! Arcanine may not deserve that title, but this dog still has more bite than bark. Arcanine's base stats are high across the board, with particularly good Attack and solid Speed. Fire Blast's Burn chance makes Arcanine a potential threat to any physical attacker, and the bog standard Body Slam and Hyper Beam inflict good damage in its hands.

arcanine was a great pokemon on my team but i messed up just a little on the defensive stats so he has a little bit of extra defense that would be much more usefull as attack ev's.

in future game that would be smart. I myself use a wow+intimidate based Arcanine. However because of its shallow movepool there is only one set for the beast of a pokemon

Arcanine is fairly unuseable as far as the metagame. Hopefully in further games they continue to increase his movepool so he can be a more serious contender, since he is insanely cool lol

I wouldn't leave extremespeed out of a movepool for Arcanine. If Arcanine has one rare trait, that would be it. Useful for some situation, but generally expected...... but hey! It comes in handy sometimes XD

If you had extremespeed, I would also consider Crunch. When opponents could be expecting an extremespeed and switch in a ghost, this move would be useful.

On a second look he has quite an array of special moves ranging from Dragon Pulse to Solarbeam- On a sunny day team he could be a deadly special sweeper with .......

Dragon Pulse
Solarbeam
Fire Blast/Flamethrower
Will-o-Wisp/Extremespeed/HP

On a second look at Arcanine, he isn't so bad after all if put in the right situation. With similar attack and sp. attack base stats he could be quite a power in the UU metagame or under the right conditions

Edit: I just realized this was only for Ruby- my bad, I'll assess him and edit this later....... probably tomorrow lol
