Clarification for RG, plz?

I'm kind of torn as to how the current state of the world post-RG is. Which of the following is more correct?

1. The world is heavily destroyed and many are dead, but cities are still there, infrastructure is still kind of intact, and things are carrying on kiiiiind of normally
2. The world is heavily destroyed and many are dead. Cities are for the most part gone and there's little to no infrastructure left, essentially the world is shot back to the dark ages (or light ages depending on how you view technology).
3. Something in the middle, or not even close?

I figured #1 is more right than #2, but I could be wrong. Can anyone offer any insight? Kit?

I believe it's something in the middle, leaning a lot more towards #1, so yeah. Any place our favorite purple dino (not Barney XD) didn't touch is probably still pretty intact...if the looters haven't gotten to it first that is X3 I'm sure the people aren't the most pleasant after that ordeal. Not quite dark ages brutality, not quite daily normality. Unless Kitfox shoots me down on it, I'm pretty sure that's how things would be going.

I think a good example would be the Armored Core series (since both RG and Armored Core have giant mechs in them ;) ).

The Armored Core series had many ruined cities but people still used technology (computers, robots, jets, trains, nuclear power plants, etc.).

Some of these cities were submerged under water, but people still live as if nothing had happened.
