The Paradigm of The Meritocracy

I. Convention

A. Associates

1. Nations in territories of The Meritocracy will hold the status of ‘Associate Nation’.
2. Representatives of Associate Nations will hold the title of ‘Associate’.
3. Associates will be afforded one seat in the Convention of the Meritocracy.
4. Associate Nations may be in the World Assembly when in the region ‘The Meritocracy’.
5. Associate Nations may be allowed into a League, but they may not vote for a member of the Meritburo.
6. Associate Nations are subject to the laws, procedures, and orders from the Praesidium, Meritburo, or the Premier.

B. Praesidium

1. The permanent standing legislature of The Meritocracy will be the Praesidium.
2. Every nation residing in The Meritocracy that has successfully completed the respective application process and has received a majority affirmative (50% + 1) vote will be afforded a seat and a vote in the Praesidium.
3. Nations in the Praesidium will hold the status of ‘Praesidium Nation’.
4. Representatives of Praesidium Nations will hold the title of ‘Praetor’.
5. The Praesidium shall set rules of order for itself, processes for passing laws, and shall create and maintain The Meritocracy’s judicial system and code.
5. Any nation of the Praesidium may be expelled if a supermajority (75%+ 1) of the Praesidium votes for the expulsion.
6. Every Praesidium Nation must hold World Assembly membership in the region ‘The Meritocracy’ unless they belong to the Euphrates or Texcoco leagues and are on military or espionage mission.
7. Any law of The Praesidium shall pass with a simply majority vote.
8. All Praesidium Nations must hold membership in a league. Failure to do this will result in immediate expulsion.
9. This paradigm may be amended with a supermajority affirmative vote from the Praesidium.
10. The Praesidium may demand the removal of any member of the Meritburo with a simple majority vote.

C. Leagues

1. A league is a community of nations that are politically allied, historically related, and have a common enterprise. The leagues are as follow:

a. Euphrates – Shall oversee all covert and espionage affairs.
b. Nile – Shall oversee all administrative and forum affairs.
c. Aegean – Shall oversee all foreign affairs, the reception of foreign dignitaries, and the sending of ambassadors to other regions.
d. Texcoco – Shall oversee all military affairs and missions.
e. Rhine – Shall oversee all internal and historical affairs. Rhine shall record and maintain national and regional histories, shall mediate in the case of conflict between leagues, and shall manage the Meritocracy's capital.
f. Sindhu – Shall oversee all cultural and media affairs. Thames will prepare and organize regional festivities, and will also be in charge of publishing and creating the news to the whole region.
g. Hwang – Shall oversee all recruitment, and admission affairs. Hwang will also be responsible for the creation and maintenance of the University of the Meritocracy.

2. Each league shall determine its own internal government, and meritocratic admission requirements and process.
3. Each league shall designate from its members that are in the Praesidium the member of highest merit to serve in the Meritburo.
4. No league(s) may war against another without permission from the Premier.
5. All nations upon being admitted into the Praesidium will belong to the Hwang league, and may move only after a week of membership in Hwang.

II. Meritburo

1. The Meritburo is the combined executive of The Meritocracy.
2. All decisions of the Meritburo must receive a simple majority vote.
3. The Meritburo shall enforce all laws passed by the Praesidium, and shall make sure that all leagues are practicing Meritocracy.
4. All leagues are answerable to the Meritburo.
5. The Meritburo may censor the action of one of its members with the consensus of the majority of the Meritburo.
6. The Meritburo shall review its own members, and set up a process of review for all nations within the Praesidium.
7. Members of the Meritburo will hold the title of “Meritocrat”.
8. The Meritburo has the power to declare war against any region at any time.

III. Premier

1. The Premier is the Head of The Meritocracy, the symbol of meritocratic values and regional unity, the first among equals in the Meritburo, in the Praesidium, and in the Convention.
2. A daily tally will be maintained to determine the position of Premier. All Praesidium nations must endorse another Praesidium nation in this tally. The Praesidium nation with the highest number of endorsements will be the Premier. In the case of a tie, the current Premier shall hold his position.
3. The tally will be once updated and verified daily from 12:00 AM GMT to 1:00 AM GMT by the Meritocrat from the Nile.
4. Any Praesidium nation may change its endorsement at any time.
5. All nations in the Praesidium who have held membership for a month in the Praesidium, and who have a WA nation in the region 'The Meritocracy' are eligible to be Premier.
6. All nations in the region 'The Meritocracy' who have WA Membership must endorse the Premier's nation.
7. The Premier shall hold a permanent seat in the Meritburo.
8. The Premier shall enforce all World Assembly rules in this document.
9. The Premier may vote as he pleases when it comes to matters of the World Assembly, or the Security Council.
10. The Premier may receive in times of crisis all executive power with a supermajority vote from the Praesidium and three votes from the Meritburo.
11. The Premier may not hold emergency powers for more than a month.
12. In case of a tie in the Meritburo, the Premier will receive a second vote.
13. The Premier may declare war at any time against any region with the approval of the Meritburo.
