Regardless of Usher, Britney is not a music legend. She's a pop culture icon that will be remembered for breakdowns and having no talent, not her music. She already gets laughable recurrent radio airplay, even in the US, and even her greatest hits' catalog sales are nearly non-existent.
Once again, the US is one country. Her older hits are played all the time over here.

And she remains a far, far bigger star than a non-entity like Usher will ever be.

Exactly. Whether she deserves that status or not is up for debate, but that's the truth of it. She's one of the most famous people on the face of the earth and millions of people around the world know quite a few of her songs. The same cannot be said for Usher. Not even close.
