The Copenvan Isles, also known as the Occult Region, is a sprawling series of islands known for its condition as a so-called safe haven for Vampires. Hidden in a permanent sea fog made of unknown spiritual essence,
the Copenvan Isles are split into three main regions: the town-stateship of Copenvan itself, the Thousand's Field and the Temple of the Dead.

The Copenvan Isles is the second-largest Vampire nation in terms of area, following the League of Cimmerian, while its economy is the largest and most powerful Vampire nation in the mortal world.
Before the Occult Wars, the Copenvan Island was mainly home to the supernatural, without any significant humanoid population aside from pilgrims on the travel to the Temple of the Dead,
and was considered too dangerous for inhabitation -- which was eventually proven wrong after 1640 by the Vampire Jules Crutchley, former Thenardier advocate and intrepid explorer.
Following the creation of Copevan, the haven later became one of the strongest and advanced Vampire communities in the world.




History
Known thought Vampire history as the "Pure Land",
the Isles of Copenvan are generally proposed to be the original location of the Offering, where the first Vampire was converted by the Spirit of Destruction and Corruption,
also know known as the Temple of the Dead. For centuries, the Isles were largely considered to be too dangerous to settle; it being guarded by dangerous and deadly
supernatural forms that do not appear to occur naturally in any other given area.

Although it was not proven to be until much later, it was eventually proven to be that there had been some form of inhabitation on the Isles before the colonization.
While many of the details remain still unknown, it is largely accepted that these indigenous folk were the creators of the Thousand, whom waged war with each other on the Isles
for centuries over holy land and resources; the result of which was the Thousand's Field. What later happened to these beings still remains a mystery,
but the evidence -- most notably the cursed Thousand and their ever changing Field -- still remains.

The Copenvan Isles would remain uninhabited until the prolonged period before the Occult Wars of 1640. During these tense and often violent days,
any Vampires were considering the attempt to colonize Copenvan were thin in the air -- the act itself was considered too dangerous.
The action was also declared forbidden by the League of Cimmerian, whom felt that the Vampire race as a whole should not dabble with the affairs of the Spirit, and should leave the Pure Land be,
while other Vampire groups, mainly that of the Andromedii and the Thenardier, two of the eleven Greater Clans, accused the League of Cimmerian of power-holding the Clans with their strategic
control of the land and the Vampire population that resided within, and was simply trying to prevent competition from forming. While it is unknown wherever the Leauge's intentions were true,
it did nonetheless spark the Occult Wars, and after decades of bitter in-fighting, assassination and, eventually, all out war, those who managed to pry themselves free from the Leauge spent
no time in mounting an expedition while the Leauge itself struggled to prevent collapse and could not give chase.

The expedition was led by two main figures: Jules Crutchley, a former high-ranking official within the Thenardier Clan, and the Andromedii Alliance (later to be Andromedii in whole),
which was led by Ronald Decker. The expedition was also mounted with the help of the Sanguinoso, which consisted of a small, powerful group of mages whose interest in the Temple of the Dead
was stringently inborn. After setting sail from the West Coast of Peru, the fealty of Vampires eventually came to rest on Copenvan's southern coast, having sailed through the Dead Sea in an
attempt to avoid the cursed island of the Thousand.

Built behind the range in an attempt to shield the town from the dangerous waves caused by severe sea storms and access to ample firewood and lumber, the Town of Copenvan
was eventually formed in 1702. This official statement of claiming territory was what gave it official status within the Vampire community, and found itself with an influx of Vampire migrants
fleeing from the battered League's thumb, which itself was seeing ample resistance from Human movements throughout the continents.

While Copenvan grew, so did it's political tension -- with Jules Crutchley's decision to abstain from the Thenardier Clan, the issue of sovereignty began to overlap the subject of alliance;
who owned what became the core matter at hand, with the Andromedus Clan spurring on the movement. Since they were the largest, and at the time, the most powerful,
it was expected for the Andromedii to take moderate control over most of the territory. This created a bitter resentment between the Andromedii and the Thenardier, while the Sanguinoso
sunk into the darkness of the land, underground, as to conduct their Clan business in peace and seclusion. The arrival of the Mignotte in 1711 spurred this resentment further,
which eventually caused the Andromedii clan to lose Ronald Decker in 1728 by assassination. His wife, Amelia, took the reigns with further force and ambition,
and set out carving the territorial lines, which many still hold today.




Governmant
Led by a multi-oligarchy consisting of various Clans, the Copenvan Isles are essentially split on authority
depending on where one ventures and to whom one associates. The four major clans, Andromedus, Mignotte, Sanguinoso and Thenardier
each possess their own laws and customs, which only take effect within their own territory.

Within the Houses of Andromedus and Highbridge District, the Andromedii Upper House is the ultimate authority. Positions in the Andromedii Upper House are awarded by wealth within Copenvan
and the use of personal soldiers. The Upper House Lords and Ladies meet once a month, generally for a few days. During times of crisis the Upper House can be called to an emergency meeting.
There are two means by which this is done: either by dictate of the military, or by petition from Highbridge residents outside of the chamber. The Upper House meets within the House of Andromedii.

Within the Circus, the Mignotte Clan is the ultimate authority. Lead by the Ringleader, the Mignotte Clan dictate law within their territory through unusual and unconventional means,
giving the strict regimented order of the Andromedii and the Thenardier a wide birth in favor of taboo methods. Utmost authority comes from the Ringleader themselves,
with a few lieutenants keeping the peace during their absence -- and rules are known to chop and change during the interval to suit the current climate. Where the Mignotte meet, nobody really knows.

Within the Towers, the Thenardier Clan rules. Known for it's more business approach to law and order, the Chairman, alongside the board, keep control mostly through economic means,
and like to hold numerous meetings a week to ensure prosperity. While authority does come from the Chairman in the form of a vote every four years,
the people of the Towers have little say in Thenardier law, which is upheld by Henchmen. The Thenardier are one of the few Clans who willingly take in Humans,
for whose gain, nobody really knows. They meet in the Boardroom.

Within the Underground Catacombs, the mysterious Sanguinoso undertake their business and set out the law. There are no written laws, however, with the Sanguinoso,
but rather strict unspoken customs that are upheld by their members. Who is in charge of the Sanguinoso remains mostly unknown, but it is understood that the more experienced,
senior members take charge of those below, somewhat similarly to the Andromedii. They meet, like always, underground, and prefer the use of magic rather than that of debate.
