Preamble: A bill to legalize and oversee regional political parties.
Part 1 requirements
1) Political Parties must consist of 3 active citizen of UCON
2)Political parties are not allowed to Spam recruitment messages on the RMB or the forums
3) Parties are required to have a manifesto

Part 2 Party abilities
1)Political parties will be organizations that allow citizens to vote in blocs.
2)Political parties are purely voluntary and open to every if the party meets 1.1 NS 1.3 requirements
3)Parties are allowed to register for a sub forum on a separate board for political parties.
4)Independents are allowed to post their manifestos on the sub forum for Independents

I think I ought to qualify my statement. I do not think this bill is necessary because there is no law preventing a person from creating a political party if they want to. As far as I'm concerned parties should be an optional thing and should remain unlegislated; as the Administrator of the forum I am more than happy to set up subforums for particular groups whether they be political parties or other things. I simply do not see why we need a law regarding parties.

I agree with Prime. I don't see why we would need a formalization of this at the moment. I'm willing to listen to reasons why this would be necessary. However, right now, Article I of the Constitution provides ample ability for everyone to group together to accomplish similar goals.

With Prime's willingness to open forum sites for various parties, I view this more as a private election to be made by each nation. If in the future, there is a reason why we need to create guidelines or rules for (i.e. parties are created and gain significant enrollment), I would probably willing to support legislation on it.

This is said rather perfectly, here.

I can say that with the regions I once inhabited that had political parties, they provided pleasure in crack-cocaine doses. They were great for a moment when they were created, and then their appeal died really quickly.

However, I will not call this bill a waste of time, as you took the time and effort to put thought into what a lot of people have addressed as an idea for allowing our region to be more OOC-government oriented for players who are into that.

The reason why i proposed this is mainly to limit the creation of parties by anyone that want to create one. I figure that by having some sort of membership minimum at start up(this point 3) that it would stop 1 person parties. The bill was planed to limit potentially needless forum creation.
