CA1 - Standing Orders

This amendment amends the following text in Article 3 of the Constitution.

CA1 - Standing Orders
 
3.10) Either chamber of the Regional Assembly may pass a Standing Order. Standing Orders shall be recorded in the Statute Library. Standing Orders may go directly to vote without debate and require a simple majority.
3.11) Standing Orders shall be used for the following purposes:

  • 1) A direct order by the Legislative on a given subject.
  • 2) To address or remedy a situation or issue while appropriate legislation is drafted and debated.
  • 3) To enforce temporary measures in the event of an emergency.
  • 4) To enforce temporary laws should they be needed.
  • 5) To appoint individuals to positions not listed in the constitution. They may also temporarily create positions with a specific or broad mandate.
  • 6) To appoint temporary replacements for elected officials until an election can be held.
  • 7) To make a clear statement of intent or policy on the part of the Assembly or Senate.
  • 8) To instruct the Founder, Administrator or Executive to perform a given task or act in a particular way.
  • 9) To instruct any elected or appointed official to perform a given task or act in a certain way.
  • 10) To impeach or otherwise remove appointed or elected officials from office. This must be in line with the rest of the constitution.
  • 11) To trigger early elections. This must be in line with the rest of the constitution.

3.12) Though it is not their responsibility alone the Legislative may create, alter and abolish any RP rules. Refer to (2.6).


Please read this proposed amendment carefully as it grants significant new powers to the Regional Assembly

There would need to be a simple majority to pass?

(Less importantly, "temporarily" is misspelled in 3.11(5).)

I take no issue with this legislation. I don't intend to take a stance on it, however.
