Commonwealth Treaty Author - Julian Ulrics, Arcadian Foreign Office
The Commonwealth Treaty seeks to establish the Commonwealth in place of its predecessor, CATO. It is the intention of the Commonwealth to ensure peace, prosperity, wealth, security and justice for the people of its nations and by extension all Yukon; through this treaty the nations of the Commonwealth seek to pursue the ideals of the Greater Good.
Civil and Political Rights Agreement:
- The Member States agree to guarantee the Fundamental Rights of their citizens and the citizens of fellow Commonwealth Citizens. The Fundamental Rights are those rights to which all people are entitled without reserve, restriction or restraint and which cannot be removed or infringed upon under any circumstances.
- 1) Freedom from Torture - To live free from the fear or sufferance of torture, mental or physical.
2) Right to Shelter - To live in an environment sheltered from the elements to a reasonable degree. 3) Freedom of Sexual Orientation - To live without fear of persecution or reprisal as a result of sexual orientation. 4) Freedom of Religion - To live free to follow any accepted religion without fear of persecution or reprisal. 5) Right to a Fair Trial - To be protected by the law to the fullest extend and suffer punishment by the state only through constitutional judicial process. 6) Freedom of Thought - To live free from fear of persecution or reprisal as a result of one's thoughts.
- The member states agree to enforce the Conditional Rights of their citizens and the citizens of fellow Commonwealth Citizens. The Conditional Rights are those rights to which all people are entitled unless removed or suspended permanently or temporarily by due legal process in accordance with the terms of the constitution.
- 1) Freedom of Expression - The freedom to express thought, belief or opinions, so long as doing so does not infringe upon the rights of others.
2) Freedom from Persecution - The freedom to live free from the fear of sufferance of persecution by others. 3) Right to Privacy - The freedom to live a private personal life in whatever manner one pleases, so long as it does not infringe upon the rights of others. 4) Freedom from Slavery - The right to a reasonable wage for one's labour. The right to work or not work according to one's choices. 5) Right to Liberty - The freedom to live free from tyranny. 6) Right to Security - The freedom to live free from the fear of sufferance of the enacted malice of others. 7) Right to Education - The freedom to receive such education as a person desires; the required provision of a standard education for all youths. 8) Freedom of Movement - The freedom to travel freely. 9) Freedom of Association - The freedom to live and associate with such people as a person chooses.
- Freedom of movement for all human citizens of the members states is guaranteed between said states. This freedom of movement shall not extend to those individuals seeking to escape justice in one or more of the member states.
- The Commonwealth and its member states agree that the promotion and preservation of these rights abroad are primary concerns with relation to their foreign relations and those of the Commonwealth as a whole.
Economic Agreement:
- A free economic zone is created between the member states. This free trade area shall include the total abolition of trading barriers and tariffs on goods imported and exported between the said States.
- A Fair Trade Pact shall be agreed, with an understanding that specific Fair Trade Agreements may be negotiated and concluded by the same member states at a later date.
- The member states agree to an Arms Trading Pact, whereby Strategic and Tactical Weaponry and Arms, not otherwise available for trade with other Sovereign States, shall be exclusively traded between the member states. Furthermore, the member states agree to an understanding that specific Arms Trade Agreements may be negotiated and concluded by the said member states at a later date.
- The member states agree to a Non-Aggression Pact between themselves which shall include, but shall not be limited to Economics, Military Affairs and Intelligence Gathering.
- The member states agree to establish a joint Commonwealth Economic Reserve (CER), which shall have the full legal power to establish Bullion and Monetary Repositories throughout the Commonwealth States. The member states may deposit and withdraw, at any time, any Bullion, Currency or Securities from CER. CER shall have the legal authority to hold Bullion, Currency and Securities on behalf of the Commonwealth States, and any businesses based in either of the aforementioned States. CER shall have full regulatory powers over its Repositories.
- The member states agree to establish a Commonwealth Economic Commission which shall facilitate trade between the Commonwealth States, and between the Commonwealth and non-Commonwealth states. CEC shall have the authority to establish trading posts within the Sovereign Territory of the member states representing each of the Contracting States in the Other. CEC shall also have the legal authority to establish joint Commonwealth trading posts in Sovereign States not party to this Treaty, and shall facilitate such trade with said Sovereign States not party to this Treaty. CEC shall have full regulatory powers over its trading posts and trade facilitated through its organisation.
- The member states agree to establish a joint Commonwealth Educational and Cultural Exchange (CECE), which shall be a centre for member state educational programs and culture to be pooled and exchanged between themselves. CECE may establish International Culture and Education (ICE) Centres across the Commonwealth States. CECE shall regulate all Education and Cultural exchange efforts and programs between member states, in addition to regulation of the ICE centres.
- The member states agree to submit to the authority of the CEC on matters of international trade and economic policy. Each member state shall be entitled to one delegate on the CEC Central Committee as as such one vote on all decisions take by it. As the originators of CATO Arcadia and Croxoco retain a veto on all CEC decisions.
Military Agreement:- The member states agree to the formation of the Commonwealth Military Command (CMC) which shall consist of officer from the military forces of all member states. Each member state shall be responsible for appointing its own officers to the CMC.
- CMC shall operate from the existing CATO SAC Command Carrier.
- CMC shall have final authority on all Commonwealth military decisions and shall be responsible for the command and authorisation of the use of military and intelligence forces for all Commonwealth member states. Each member state shall have one vote on all military decisions. As the originators of CATO Arcadia and Croxoco retain a veto on all CMC decisions.
- The nations of the Commonwealth agree to a full mutual defence treaty.
