Preamble: This is intended to be the governing document of the Unified Coalition of Nations which enshrines the rights of its members and how the region and its associated Role Plays are run.
Be it enacted, by the authority of the people of the Unified Coalition of Nations, who having sadly departed their home come to create a new one, that this document be held as the binding constitution and document by which we manage our region and its goings on. Let all subsequent laws and statutes of this region function in concert and accordance with this document in both word and intent.
Article 1 - Basic Rights1.1) All people within the region are entitled to Citizenship, which shall be granted on the basis of an application.
- 1) Puppet nations may not be used to apply for citizenship multiple times.
- 2) Persons found to be using puppet nations or any other means of obtaining citizenship multiple times shall be subject to expulsion from the region for a period to be determined by the Regional Committee.
1.2) All citizens shall have freedom of speech and expression insofar as this does not infringe upon the rights of other citizens.
1.3) All citizens shall have freedom of religion, ideology and sexuality.
1.4) All citizens shall have freedom from persecution, harassment and other forms of assault.
1.5) All citizens shall have freedom from oppression.
1.6) All citizens shall have the right to role play within the Regional Role Playing Framework.
1.7) All citizens shall have the right to be treated fairly and equally under the laws of the UCoN.
1.8) All citizens shall have the right to propose, debate and vote on rules and proposals in the Assembly.
1.9) All citizens shall have the right to vote in Regional Committee elections.
1.10) It is a fact recognised by this Article that this list of rights is not exhaustive and therefore additional rights may be granted or removed without the need for Constitutional amendment.
Article 2 - The Regional Committee2.1) The Regional Committee shall assume the combined Executive and Judicial powers.
2.2) The Regional Committee shall be responsible for the running of the region and the management of its RPs.
2.3) The Regional Committee shall consist of three people, as appointed by the Assembly.
2.4) Any Committee member may be removed from office by a simple majority vote in the Assembly, or by a majority vote in the Committee.
2.5) Any Committee member may resign their office at any time.
2.6) All vacant positions in the Regional Committee shall be filled by appointment from the Assembly.
2.7) The Committee may delegate specific responsibilities, such as Map and Role Play management, to other people or groups.
2.8) The Regional Committee may create and enforce rules and laws so long as they do not contradict the Constitution.
2.9) The Regional Committee may resolve disputes between members on any subject as they see fit.
Article 3 - The Assembly3.1) The Assembly shall serve as a system of accountability for the Regional Committee.
3.2) The Assembly shall serve as the primary body through which appointments and elections are handled.
3.3) The Assembly shall serve as a forum for discussion, debate and dispute resolution.
3.4) The Assembly may pass motions to remove a Regional Committee member, or someone appointed by them, from office.
3.5) The Assembly may pass motions to trigger a general election to challenge a Committee member's position.
3.6) The Assembly may pass motions to overturn any rules and laws enacted by the Regional Committee.
3.7) The Assembly may pass motions to overturn any rules or law enforcement decision enacted by the Regional Committee.
3.8) The Assembly shall be moderated by a member of the Regional Committee.
- 1) The Moderator may debate and vote as normal.
- 2) The Moderator shall ensure the proper and efficient functioning of the Assembly.
- 3) The Moderator shall operate according to Article 4 of the Constitution.
3.9) While any member of the Assembly may propose new laws and rules to the Regional Committee at any time only the Regional Committee can enact them.
Article 4 - Assembly Moderation4.1) All Motions are allowed a minimum 5 day period for debate. This period may be extended either during debate or once voting has begun through a motion by any Citizen which receives a second from another Citizen. The debating period may be extended once.
4.2) Once the debating period is concluded the Moderator shall prompt the Assembly to vote, at which point Citizens so empowered shall vote Affirmative (Aye/Yay), Negative (Nay) or Abstain. Votes should be clearly marked and displayed by the voter so that it is clear how they are voting. The voting period shall last 2 days but may be extended at the Moderator's discretion.
4.3) At the conclusion of debate the floor is no longer open for debating posts. Posts following the initiation of the voting period should consist of a declaration of one's vote, an optional very brief explanation of the motivation for said vote or a motion to extend debate. Prompts and moderating posts made by the Moderator shall be an exception to this.
4.4) Once voting is concluded and the result declared by the Moderator the thread shall be closed and moved to the archive.
Article 5 - Rules and Enforcement5.1) Each citizen of UCON is given three 'strikes'. Each strike is to be considered a warning for poor conduct or rules violations.
5.2) Once a citizen has accumulated three strikes their case will be considered by the Regional Committee who will decide upon an appropriate course of action. This may include punishment.
5.3) One or more of a citizen's strikes may be revoked either by a motion in the Assembly, or by the Regional Committee.
5.4) Strikes may only be issued by members of the Regional Committee; individual members may issue a single strike for an offence without consulting the others.
5.5) A strike which has been revoked for a given offence, for any reason, cannot then be reissued for that same offence again.
5.6) Examples of offences which may result in a strike being issued are (note that this list is not exhaustive):
- 1) Minor God Mode infractions in RP.
- 2) Breaching the rules of RP in a minor way.
- 3) Stealing a concept, idea or storyline from another citizen.
- 4) Excessive use of foul language (specifically swearing or derogatory terms).
- 5) Minor examples of racism, sexual prejudice or religious intolerance towards other players outside the context of RP.
- 6) Repeated insulting, belittling or harassment of another player.
- 7) Persistent arguing about a subject on the RMB when a warning to stop has been issued by the EC, Founder or any ELECTED official.
- 8) Breaching the forum rules or terms of service in some minor way.
- 9) Spam posting on the RMB or in the regional role playing thread.
- 10) Breaching regional law in some minor way.
5.7) Examples of offences which may result in multiple strikes being issue are (note that this list is not exhaustive):
- 1) Major or persistent God Mode infractions in RP.
- 2) Major or persistent breaches in RP rules.
- 3) Egregious use of foul language.
- 4) Egregious racism, sexual prejudice or religious intolerance towards other players outside the context of RP.
- 5) Issuing threats against another player outside the context of RP.
- 6) Stating an intent to harm oneself with the possible intent of convincing a person to act in a certain way.
- 7) Major or persistent breaches of the forum rules or terms of service.
- 8) Major or persistent breaches of regional law.
- 9) Attempting or actively succeeding in perverting the course of justice.
- 10) Attempting or actively succeeding in manipulating election outcomes.
- 11) Attempting or actively succeeding in gaining citizenship multiple times.
- 12) Breaching the terms of a punishment issued by judicial process.
- 13) Using OOC factors to influence IC events of others.
- 14) Using IC factors to influence OOC matters.
5.8) Once three strikes have been accrued the Regional Committee may issue any punishment they see fit, including posting restrictions, bans and RP restrictions.
Article 6 - Role Play6.1) All role playing associated with the region is subject to the Regional Committee's authority. In the event of RPs managed by individual members or a group of members then this authority is automatically assumed to be delegated to those members. However the Regional Committee may still enforce their authority over these RPs and offences committed within them as necessary.
6.2) The Regional Committee is expected to provide impartial and unbiased arbitration and moderation with regards to matters of RP.
6.3) The Regional Committee is to be the highest authority on matters of RP rules and the interpretation thereof.
6.4) The Regional Committee's principle task is to ensure a fair, free and fun Role Playing environment for the people of UCON.
6.5) The Regional Committee may not interfere with the internal workings or RP of a nation excepting where the nation has breached the laws or rules of the role play.
6.6) The Regional Committee may not interfere with the role play of a nation excepting where the nation or nations have breached the laws or rules of the role play.
6.7) The Regional Committee is the primary arbitration body with regard to matters of RP.
6.8) The Regional Committee is expected to uphold and enforce the rules and conventions of RP.
6.9) The basic RP rules are:
- 1) Do not God Mode.
- 2) IC is IC, OOC is OOC.
- 3) Remain reasonable and realistic within the bounds of the RP.
Article 7 - Old Law7.1) The Technology Act 2015, Military Regulation Act 2015 and Calendar Act 2015 still apply.
7.2) All other laws on the statute books shall be considered void.
Article 8 - Constitutional Amendments8.1) Constitutional Amendments may only be made by the Regional Assembly.
8.2) All Constitutional Amendments require a 2/3 majority vote to be enacted.
