The official constitution is located here. The Commonwealth Constitution Preamble The United Commonwealth gathers together all of the free nations of the world, in order to promote democracy, liberty, and justice for all citizens, as well as promote a common identity among all humans, and to secure the unity necessary for posterity and domestic tranquility. Article I: The World Parliament The world parliament shall consist of one democratically representative from each member nation. A. The members shall elect a Parliamentary President, who shall preside over the parliament to ensure order is kept and that bills shall be kept moving. B. The parliament shall also have the power to create departments and officers to oversee those departments as it sees fit. C. The Parliament shall have the power to make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution, or in any Department or Officer thereof. D. The parliament shall have the power to fund or not to fund any appropriations or provisions as it sees fit. E. A quorum shall be decided on by the Parliamentary President and is subject to change. F. The parliament shall, with a 2/3 majority, have the power to amend the constitution, or create a writ of attainder. G. All legislative powers are herein vested to the unicameral Parliament of the United Commonwealth. H. The World Parliament shall have monthly terms, and members shall be elected on the day of the Commission President elections. I. In the event the region feels it necessary to expand Parliament, the Parliament may, with concurrence of 2/3's of it members, approve of the creation of an Upper and Lower House. Article II: The World Commission The world commission shall consist of the Commission President and two commissioners. A. The Commission President shall be the commander-in-chief of the military of the Commonwealth. B. The Commission President may approach the parliament and propose bills, but may not vote on them. C. The Commissioners shall be appointed by the Commission President directly, and shall have their duties assigned to them by the Commission President, and be dismissed at the will of the Commission President. D. The Commission President shall serve a term length of one month. E. "E. The Commission President shall be elected by all citizens aged sixteen and over using a single transferable vote, unless there is a tie, in which case the Borda score of the candidates shall be used. If there is still a tie, the World Council shall decide who is to be the next Commission President." F. The first election shall take place on the first of March 2015, and the first of each month thereafter. G. All executive authority shall be vested in the World Commission, and as such it shall be responsible for enforcing all laws passed by the World Parliament. H. Should the Commission President vacate the office of President, the Parliament shall elect one of the two commissioners to serve as Commission President. Should neither Commissioner be able or willing to serve, the post would fall to the Parliamentary President. Should the Parliamentary President be unable or unwilling to serve, the parliament shall elect a new Commission President. Article III: The World Council The world council shall consist of three justices, and the longest serving shall be the Council President. A. The council shall be appointed by the commission and approved by the parliament. B. The council shall be the chief judicial authority within the United Commonwealth. C. The council shall have the power to review bills to determine if they are constitutional. D. The Council President shall have the power to call for an impeachment of an official in the case of criminal misconduct or inactivity, and it may be then brought before the parliament to be voted on. Impeachment shall require a 2/3 majority, as shall disbarment. E. All judicial powers are vested into the World Council of the United Commonwealth. F. The judicial power shall extend to all cases arising under this Constitution, the laws of the United Commonwealth, and treaties made, or which shall be made, under their authority; to all cases affecting ambassadors, other public ministers and consuls; to all cases to controversies to which the United Commonwealth shall be a party; to controversies between two or more nations and between a nation or the citizens thereof. Article IV: Style All posts made as Commissioner or Commission President, member of the World Parliament, or justice of the World Council shall be considered in-character and shall be conducted under the auspices of that character. A. A member of the forum who has also applied to be a nation in the United Commonwealth and accepted shall also be considered a citizen of the United Commonwealth. Article V: Bill of Rights The following provisions are to outline some of the basic rights of citizens. A. The freedom of movement and migration shall not be infringed. B. The right of all citizens to life, liberty, and pursuit of property shall not be infringed. C. The rights of free speech, religion, press, and petition shall not be infringed. D. All citizens shall be given the right of habeas corpus. E. All citizens have the right to a speedy and public trial. F. All citizens have the right against self-incrimination and the right to silence. G. This constitution shall not in any way be construed to deny or disparage any other rights not listed in this constitution. H. Nations may not violate any provision of the constitution, nor deny any rights to its citizens. I. All citizens shall have a right to trial by a jury of one's peers. J. All citizens shall have protection from unreasonable search and seizure. K. All citizens shall have the right to peaceably assemble. L. No citizen shall be subject to double jeopardy. M. No citizen shall be subject to cruel and unusual punishment; however, this provision shall not be construed to prevent capital punishment. Article VI: Miscellaneous Provisions The following provisions shall be regarded as uncategorized but binding. A. Regional advocacy organizations shall not be prohibited and may be created by coalitions of nations within the commonwealth. B. Wars between nations shall be subject to the arbitration and regulation of The United Commonwealth. C. The United Commonwealth shall not make any laws respecting the establishment of religion. D. No member nation may be engaged in a personal union, nor a client state, tributary or satellite of another nation. E. No nation may take what is to be considered to be an amount of land that would exceed what is deemed to be necessary for said nation to live in comfort with its neighbors.
