Voyager's Premise; Did it actually work?

Voyager was supposed to be about a ship lost and cut off from Starfleet, discovering new worlds and aliens, and making their way home; YET after about 2 or 3 Episodes they forgot all about needing to conserve things, and they somehow had a shuttle replicater and never told anyone, they then meet the borg and wind up taking scenic routes home

so, was Voyager's premise a good idea? a poorly executed one? or just TNG lite

Voyager was a start and stop. There was alot of conitnuaty errors and episodes that had nothing to do with voyager what so ever. They really annoyed me.
