As the Republic of China is involved in a Civil war, i would like to raise the fact that it is a Member of the security council, and we feel that no state with a civil war within its ranks can be a active member of the Security council, before it stabilizes the situation in his own country. |

Britain proposes a ceasefire in this civil conflict that makes civil hands unclean and negotiations to attempt to find a settlement of the issues involved so that all parties may be satisfied. |

Egypt disagrees with France's proposals. A civil war is not a valid reason to halt participation within the United Nations Security Council. The United Nation should encourage both sides to find a peaceful solution to the conflict. |

The West German government also disagrees with the French proposal. A civil war is no reason. Otherwise it would be possible by any political opponent to start a civil war and so torpedo the security council. If that's true however China and the Soviets (uprisings in Ukraine, not totally down until about 1955) are out of the security council. WG |

We think that the security council should only consist of countries with the ability to help other nations, aand as it stands, China is severly weak, and the Civil war is largelyin anyones favour. France does however see a reason that the chinese can not join after putting down the Communisrt insurgency. Futhermore we belive that there is a deffirence bettewn uprisings, and full scale Civil war. |

China is a major country, with the world's largest population. Excluding China from the United Nations Security Council, even at this time under these circumstances, would diminish the United Nations' ability to adequately represent the world's nations and promote world peace. If the Security Council is to only consist of nations with the ability to help other nations, only a few of the Great Powers would remain on the UNSC, and Egypt believe that it would be contrary to the goals and purpose of the United Nations. |

The Chinese nation will remind the French that we are already members of the UNSC. These French actions have damaged our relations. We would hope the French reverse themselves in order to repair them. As for talks with the communists, we invite them to disarm and join negotiations . Though armed insurrection will not be tolerated. |
