This is not a problem of the USSR. In our view, the states who have caused this situation are the imperalistic countries like Great Britain or France, who want to rule world, and then leave the people alone with their conflicts. The USSR will not play an active role in this conflict, but will not stand in the way for a resolution which will bring peace to the Sudan |

The question concerns in effect two areas: Southern Sudan and Northern Ethiopia. Keeping the peace in the former area is the responsibility of Great Britain and also not the main issue here. What we have to discuss here is how to act on this Ethiopian request:
Sweden proposes that the United Nations will set up those refugee camps for humanitarian reasons and that military observers will be sent to the border to investigate the matter. British consent is required for the observers to take their investigation to the Sudanese side of the border, otherwise their area of operation will be the borderlands of Ethiopia observing intrusions and interviewing refugees. To ensure the safety of the refugee camps against alleged Sudanese Arab intrusions a peacekeeping force would need to be dispatched, but this requires Ethiopian consent. Sweden is willing to contribute to such a force. Ethiopia is welcome to comment on this matter. |

Turkey is supporting the Swedish proposal. We also offer help in sending field hospitals, medicals and food worth 10.000.000 $ for the refugees and armed forces for the peace keeping role. Turkey |

Yugoslavia wishes to aid the humanitarian effort, and offers a peacekeeping force. It also adds to the list the " Seoski rezuckanje tim " a newly trained sniper brigade to get the rebels at a distance. |

Ok, we now have pledges of food, clothings and medical supplies for at least $45,000,000 from Egypt, the Netherlands, West Germany and Turkey, field hospitals from Turkey and a multinational peacekeeping force with troops from the Netherlands, Yugoslavia, Turkey and Sweden. The USSR wants to help the people in Africa. So we decided to change our opinion. We are going to donate $100,000,000 $50,000,000 for food $25,000,000 for medicine $25,000,000 for economical recreation of the area Furthermore we are support a Soviet brigade (about 3,000 soldiers) for an international peacekeeping force. We also offer to take the lead of this first international helping mission. |

Ethiopia supports all of this. However, it is an inordinate amount of money. There are but maybe 10-15 thousand refugees in these areas. There is no need for multiple hospitals and hundreds of millions of dollars to be sent. Our opinion on Egyptian troops has not changed. We feel that Egyptian troops will on enflame the situation and distrust that exists in the region. We support a UN mission that will simply allow for protections of refugees. Whoever the troops are matters not. |

Our personnal idea is to set up camps in the riot stricken areas to help civilians get medical aid, and food. |
