Threats From Various Groups in Ethiopia

The following are statements made by groups and individuals in Ethiopia against the state of Ethiopia and the United Kingdom. These statements do not reflect the views of the Ethiopian government and are being disseminated for informational purposes in regards to the security situation in Eritrea.

Hedareb Sudanese Liberation Movement:

The Hedareb Sudanese Liberation Movement represents a group of about 500,000 people in Sudan, and approximately 25,000 people in Ethiopia. This movement claims to be associated with the Sudanese Movement for National Liberation

Statement: April 14th, 1948

The Hedareb Sudanese Liberation Movement formally states that it can no longer support an occupied Sudan by the British Imperial forces. We formally demand removal of British troops within Sudanese soil within 180 days. Following this juncture, members within the organization will recieve financing, as well as support to carry out attacks on British troops. The presence of British forces in Sudan is no longer welcome. Sudan should no longer be a concern of the British Empire if it is against the will of the people in Sudan. We will carry out attacks against British forces in Sudan, as well as in Eritrea where British forces continue to dominate and subjugate African people as well. We feel that attacks in either nation are justified in order to achieve the ultimate goal of an independent Sudan.

The Party of Love of Country

The Party of Love of Country is an Eritrean group which supports a fully independent Eritrean State.

Statement:

The Party of Love of Country has been formed over recent months. We are a group of primarly lowland Muslims who seek independence from The United Kingdom as well as the Empire of Ethiopia.

We hold to the truth that only Eritrean's will ever know or understand what is best for Eritrean's, and that the British Military Administration can no longer rule Eritrea, and the state of Ethiopia is making moves to acquire our land. We believe fully, that the motivations of both imperialist nations are not in the best intentions of Eritrea, but in the best intentions of the ruthless, callous leaders in London and Addis Ababa.

Our primary focal points concern around the British Military Administration's renigging on promises made to the Eritrean people during the war. This represents a total disregard of the promissory commitments made to the people.

Leaflets were dropped by the RAF during the war had pledged a variety of freedoms that made the people patient and optimistic. Yet, in the past seven years we have been exploited and subjugated. Our traditional courts have been cast aside, our land administered by British military officers. Our land has been confiscated, and redistributed to the few Italian nationalists that remain in the country.

The BMA’s allocation of economic opportunities to Italian nationals while unfairly discriminating against the indigenous people of the territory they have just liberated. For example, between 1943 and 1946 the British authorities allocated large tracts of land to Italian entrepreneurs for agricultural purposes and gave others licenses to excavate and trade in gold without the indigenous people’s consent or consultation. Obviously every inch of soil allocated to the Italians already belonged to one Eritrea family or other. This arbitrary expropriation of their land has dashed the hope of an end to foreign domination promised to the people of Eritrea before and during the Second World War.

The Empire of Ethiopia is no better. While the British embrace Italian nationals who remain in Eritrea, Ethiopia is busy appropriating our land, extorting our people, and selling our properties to Persian's, the British, the Russians, and other corporate entities against the expressed will of the Eritrean people. We will not stand by and watch Addis Ababa become rich off of the bounty of Eritrea.

As a result, if within 90 days of this message, the British remain on Eritrean soil against the will of the Eritrean people, we will begin fomenting violence which will target British military outposts, as well as Italian's who illegally hold Eritrean property.

Lawlessness will continue until the political future of the country is determined in accordance with the wishes of the people of Eritrea.

The Ethiopian Union

The Ethiopian Union is a group in Eritrea seeking to unify Eritrea with Ethiopia, and seeks the removal of British protecterate forces. This group is associated with Ethiopian Coptic organizations.

Statement:

The Ethiopian Union strongly urges that the British Military Administration leave Eritrea. And is also in favor of further unification with the Empire of Ethiopia.

We believe that the British Protecterate Troops have hampered the development of Ethiopia in numerous ways, and does not have the best intentions for the people of Eritrea or Ethiopia.

It seems that the British forces are completely incapable of addressing the roots of banditry, of aiding the Eritrean people, and providing basic security for Eritrean's. It also seems that the British are more intent on establishing a permenant presence in the region, and helping to establish European's in Eritrea. They have illegally seized lands traditionally held by Eritreans and ceded it to Italian's.

It is our opinion that the United Kingdom is merely contending with the political interests of Italy and Ethiopia while safeguarding her future strategic interests in the entire region. Today Britain denounces the actions of Italy in the region, but Britain not only approved Italy’s conquest but welcomed her as a junior partner in the scramble for the Horn of Africa.

Banditry is becoming a growing problem. But the BMA remains dislocated, disjointed, unorganized, and does nothing for the rural areas of Eritrea. Outside of Asmara, Masawa, Asseb, and Dalul, Britain has continually ignored a plight of violence against rural people from ex-Italian askari who find more profit in pillaging rural villages than in establishing honest work. Britain has failed, and is guilty of negligence in responding to these problems. And is more concerned with protecting the interests of wealthy business people in the Asmara-Masawa corridor.

Conversely, the nation of Ethiopia has brought forth hundreds of millions of dollars in investment into the region. They have built dozens of schools, spent hundreds of millions to rehabilitate war refugees, and promote economimc prosperity while preserving the African roots of the region.

The empire has made dramatic steps in recent years to accomodate, listen to, and help the plight of the Eritrean people. It is our view that Britain should immediately dissolve its interests in Eritrea, and allow the Ethiopian government to establish a federated state with the will of the Eritrean people in mind.

We make no promises of violence now. But the Ethiopian Union is intent on establishing funds to arm groups to protect neglected people in Eritrea from banditry in rural areas. We will continue to put political pressure on the UK to dissolve its interests in the region. And let Eritreans decide the fate of Eritrea.

Britain welcomes these statements of identification from various bandit groups and invites them to enter into local discussions with either of the arriving Indian divisions, or with any of the five Empire brigades in the area. Several Gurkha units in particular are looking forward to the proposed dancing.

Should these opportunities for demise be fully booked, the regular British brigades, long range artillery, RAF strike fighters, napalm and special forces will be more than willing to make personal visits.

King Merkinball I expresses his wish that the British Empire tone down the antagonistic language to these groups. Language such as that is only sure to enflame the situation further.

Diplomacy is obviously the best first step to take. Let us not put one foot before the other when it isn't necessary.

The King also wishes to state the one member of the People of Love of Country has had representation in the unification talks from the start, and is startled by the statements made by this new found organization.

The King formally invites members of this organizations hierarchy to meet personally with the king to resolve issues of dispute.

Statement from the Hedareb Sudanese Liberation Movement

In recent weeks The British Government has made vehement statements towards the Sudanese Independence Movement. And has ruthlessly retaliated against Sudanese people in Sudan following an attack near the border recently.

Due to the antagonistic nature of the British statements, as well as their ruthless, negligent retalitory actions which killed women in children in Sudan, we will begin preperations for launching attacks against British troops within Eritrea.

New Zealand supports the United Kingdom in whatever decisions she makes in terms of dealing, either diplomatically, or militarily with these groups.

As always, and stated a hundred times before, New Zealand's Ships, Aircraft and Troops are a result of British generosity, and are at their service at home or abroad where needed.

Britain welcomes the offer of assistance from New Zealand, but as said earlier, there is no need for any further forces.

British forces have engaged in no actions against civilians, and we do not dignify the statements of dacoits with a response.

The descriptions of our actions in Eritrea are patent fantasy; our forces have been working at village level for security and counter-insurgent bandit operations for the past 3 years. A number of new projects, including roads, wells, electrical power, hospitals and schools will be constructed over the course of 1948/49 as part of our commitment to development in the region; some 500 million will be allocated from this year's budget, and 750 million from next year's budget. In addition, a consultative Land Reform Tribunal has been established.

Our forces in the area, both conventional and unconventional, remain on high alert.

A new strategy will be implemented in the Southern Sudan, with General Gerald Templer appointed Commander in Chief of the Sudan.
A total of 1500 million has been allocated in this year's budget, along with an increase in education, health and infrastructure aid and development. A number of new projects will offer employment for the people of the Sudan.

Our position in Eritrea and other areas of Ethiopia remains the same - we have no interest in remaining for one hour after the time when the Ethiopian Government is able to take full control of the areas in question. We already have our bases in Aden and Somalia, and have no interest in any presence in Ethiopia.

Our position in Sudan is similar - we seek to prepare the country - it's people, governments, infrastructure and economy - for self determination and independence. All of our actions have been consistently dedicated to this end.

Hedareb Sudanese Liberation Movement:

Members within the small location along the Eritrea/Sudan border are forcefully denying access at a grassroots level to British forces, and British personal who have been sent to aid in the tiny villages there.

This is in response to uprisings in Sudan which have been met with what is being described "extreme and excessive force against the civilian population." There has been no word from the BMA about how they are handling this.

The Party of Love of Country

The Party of Love of Country has partaken in numerous attacks in recent weeks.

Violence started in recent weeks when members of this organization targeted and seized the properties of numerous Italian nationals. 12 Italian nationals were killed outside Naf'ka. With the seizure of property, this group has used the property to hire roving askari rebels who have been terrorizing rural Eritrean's. In recent months the askari have had a harder time hiding from British forces who have arrived, and made their way into many Eritrean villages.

With new shelter and payment, the askari's have begun conducting attacks on low defended villages. They have siezed control of three villages in rural Eritrea around Naf'ka. They attacked lightly guarded British outposts, attacked lightly protected security patrols, and have continued to target Italian nationals.

A dozen families have made their way to Asmara from the countryside and have abandoned their plantations.

There is no direct news or communication from the BMA on response to this.

This group also has elements that have been driven out of Eritrea. They have targeted Ethiopian villages along the border, and are heald up in mountains near Teseney near the Sudanese border. From this position they are freely able to enter Eritrea and hit various targets in guerilla style attacks.

The Ethiopian Union

The Ethiopian Union is also using similar tactics to hit targets in Eritrea. The Ethiopian Union has been targeting villages associated with Eritrean Seperatist Groups, as well as have made mild attacks on the MBA.

The Ethiopian Government has no comment on military manuevers or actions at this time. The Transitional Government and the King are at odds about how to handle the situation. No troops are deployed in Eritrea, or along the border outside of the highway border control points.

The following is a map that has been drawn up by the Ethiopian government and the BMA to outline unrest in Ethiupia and the region of Ertirea.

- Yellow area's are places where minor, sporadic violence has occurred, but continued unrest and political instability exists.

- Orange area's are places where significant periodic violence and deaths have been reported.

- The red area's are area's where there is little to no control over the area. Lethal violence is occurring within this zone on a frequent basis. Civilians have been targeted for violence.

- Dark Red (Not on the map.) Deadly violence and attacks occur on a daily basis. No control over the given area.

- Black (Not on the map.) A declared war zone.

The arriving Indian division will be based in the north of Eritrea, in the red area, along with further Imperial and Commonwealth brigades which have now been deployed to the yellow and orange areas of concern.

Mobile patrols, accompanied by armoured cars, light tanks and aerial surveillance, have spread out from their bases and base villages, and cover a wide area of Eritrea.
Light armoured cavalry forces and long range desert surveillance groups augment the sweeps that have occured.
Individual British, Imperial and Commonwealth infantry companies have been based in 65 villages in Northern Eritrea, and are expected to increase to 100 villages by late 1949

Naval ships, including cruisers, operate off the shore to curtail piracy.

British Special Forces, Civil Affairs and Engineers are liasing on a village level for the construction of wells, schools and local medical clinics - a total of 250 wells, 60 schools and 120 local medical clinics have been either constructed or are under construction; this cost a total of 200 million.

An experimental Royal Navy helicopter was used in a medical evacuation of a local elder suffering from greivous wounds inflicted from a savage animal - he was flown out to an RN cruiser, where extensive treatment saved his life and lower limbs. He has since returned to his village.

Improvements to the road infrastucture in Northern Eritrea have seen the expenditure of 75 million, along with the construction of 4 airstrips for 25 million.

100 million has been spent for the construction of 4 major operations bases in the area, for the basing of logistical support and artillery regiments, as well as rapid reaction forces.

An employment network has been created with the aim of offering steady and economically rewarding employment to displaced individuals or former bandits; they will be employed on two large agricultural plantations - the workers receive payment, food, shelter, an initial one-off stipend and a share of the profits of the enterprise.
This scheme has cost 100 million so far.

Further funding will be allotted in 1949.

In the Sudan, similar measures are being followed, with large force levels and the expenditure of 1500 million on local development projects, infrastructure, education and health support.
250 guarded villages, complete with fields and amenities, are under construction across Southern Sudan.

Reports indicate that violence has not subsided. And in some cases Eritrean rebel forces have stepped up their attacks.

- Eritrean rebels associated with The Party of Love of Country has claimed responsibility for ambushing a British construction crew that was building a clinic. Twelve construction workers fled.

- A road construction was also ambushed in a narrow valley at the beginning of the year. Eight workers were killed in the incident.

- Members of the same organization have continued to attack Italian nationals. And some elements have infiltrated Karen as well. Two Italian villas in Karen were set a blaze. British authorities apprehended the culprits, but the Ethiopian government has no word on the response.

- Reports to the Ethiopian Government state that the British are having a hard time penetrating the area run by Hedareb Ethiopian nationals. This tribe continues to resist any aid groups, will not talk with the BMA, and refuses to allow any military authorities into the region.

- The Ethiopian Union has continued to target British military forces, but their attacks have been lessoned. The increase in armor and air support in the area that they operate on is having a significant impact on their ability to operate. The BMA has overtaken all of the Eritrean villages they used a strong hold, and those responsible for attacks have been driven into the Ethiopian mountains.

- British armor is having a difficult time dealing with the askari bandits that have, for the most part, sided with Eritrean rebel groups. Some have been won over by BMA payment schemes and have given up arms. But many remain in the volatile areas.

- The BMA has had a difficult time catching perpetrators of various attacks, as they are using terrain features to their advantage. They are also striking on horseback in hilly terrain, making it difficult for British armor to respond to attacks on supply convoys. Eritrean rebels have shifted tactics from hitting outposts, and have begun concentrating on light targets in areas where they can escape on horseback. British air power has been successful in getting some of these rebels.

- The Ethiopian government still has no official comment on these matters. But strongly encourages peaceful resolutions and dialogue between all three parties.

Violence is continuing in the same areas across Ethiopia. The one acception to this is in the Gambela region, where the flow of refugees has subsided.

Some reports indicate that this due to Anuak natives closely watching the border and preventing Sudanese refugees from even entering the country.

Border violence along the Somali border also continues to percolate occassionally. With native Somalian's insisting that the Ogaden belongs to Somalia.
