New York State Gas and Electric has turned off the electricity at the United Nations building for two days. This is in response to lack of payment to power the building since the UN was created. A pragmatic problem has occured at the United Nations, as none of the members are paying money to support the organization, and therefore, none of the bills are being paid. New York State Gas and Electric has threatened to permanently turn of electric to the newly completed building. Contractors are also threatening to sue the organization if they do not recieve payments for the construction of the building.

OOC/ This thread is in response to nobody budgeting any money for the United Nations.

NYSEG has turned the power back on, but is still awaiting payment of over $100,000 a month since January 1950.

In response to lack of financing from member nations, anonymous financial representatives, working for nothing, have put forth the following proposal for financing the United Nations.

The proposal is for the UN to be financed from assessed and voluntary contributions from member states. The regular two-year budgets of the UN and its specialized agencies are funded by assessments. The General Assembly approves the regular budget and determines the assessment for each member. This is broadly based on the relative capacity of each country to pay, as measured by their Gross National Income (GNI), with adjustments for external debt and low per capita income.[7]

We would like to establish the principle that the UN should not be overly dependent on any one member to finance its operations. Thus, we propose a 'ceiling' rate, setting the maximum amount any member is assessed for the regular budget. We would like to propose a scale of assessments to reflect current global circumstances. As part of that revision, the regular budget ceiling should be 22%. The U.S. is the only member that has to meet the ceiling. In addition to a ceiling rate, the minimum amount assessed to any member nation (or 'floor' rate) is set at 0.001% of the UN budget. Also, for the least developed countries (LDC), a ceiling rate of 0.01% is applied.[7]

The current operating budget is estimated at $1.71 billion[7] (refer to table for major contributors).

The share of spending is split almost evenly between ongoing peace operations and day to day administrative operations in New York and auxillary locations. The peacekeeping budget for the 1950-1951 fiscal year is approximately $1 billion.  UN peace operations are funded by assessments, using a formula derived from the regular funding scale, but including a weighted surcharge for the five permanent Security Council members, who must approve all peacekeeping operations. This surcharge serves to offset discounted peacekeeping assessment rates for less developed countries.

Special UN programmes not included in the regular budget (such as UNICEF and UNDP) are financed by voluntary contributions from member governments. Most of this is financial contributions, but some is in the form of agricultural commodities donated for afflicted populations.

The Secretary General would never do that himself: that would be the work of the Fifth Committee of the General Assembly which is entrusted with responsibilities for administration and budgetary matters, the head of which is not yet appointed.
