Budget Rubric

In recent days a lot of people have been asking for budget advice, and how to set up budgets. Also, as I have really begun to do budgets, I have noticed things that would help me to analyze the things that you guys are doing. So I am going to give a few pointers, and a rubric on how to do things.

I am not going to use my budget as an example, as I probably go overkill. I do that because I am trying to maximize my budget and maximize economic programs and keep things as realistic as possible. But I think Wolfy does an excellent job doing his budgets.

There is Sweden, go to the end and take a look at his latest budget. Sure, it's long, but the important point is that everything is there. Everything.

I recommend that everyone start a word file and keep a running budget. Everytime you make a deal, tabulate it and note it so that it doesn't get lost in budget analysis. If I don't see something explicitly stated, odds are it is not going to be accounted for. Wolfy does an excellent job of organizing his deals. Not many people have deals established like that, so it won't be so long.

Wolfy also does a pretty good job at explaining and noting things. He notes his tax cut. He notes percentage changes in programs. He notes WHY he is doing the things that he is doing. This really helps me analyze his budget and understand where he is coming from. The more you explain things, the better budgets can be analyzed.

I am not saying people need to get crazy when I say this next thing, I am just making a recommendation which may require an additional fifteen minutes of thought. But when you have your programs, make a few comments on what nominal values are going into what.

Such as:

"I am spending a billion dollars on electric infrastructure, half of it is going into new power plants, a quarter into maintainance, and a quarter into new electric lines."

"I am spending two billion on education, a quarter of a billion is on new schools, a billion is going into maintaining K-12, the rest is going into university financing."

"I am spending ten billion on the military, two billion is in new purchases, a billion is on two new bases, the rest is maintenance."

Something like that. When I see this, it gives me a better idea of how things are being spent. When things are kept generic, I am left to make assumptions and generalizations about how the spending is going based on what is given to me. By stating where funding is, it will also help me better address where shortfalls are, so you can make proper adjustments in the future.

So here is a final rubric of what I would like to see, again, it doesn't have to be crazy like mine! Remember, this helps me, help you.

- Judicial Costs (You can just list this)

- Education
* Percentage to K-12
* Percentage to universities

- Science and Technology(Please keep science seperate from education)
* Enumerate any programs, like space programs here

- Healthcare (Keep healthcare seperate from welfare)

- Social Welfare Programs
* Food to the poor
* Housing
* Any other programs

- Transportation
* Maintenance
* New projects

- Energy
* Maintenance
* New Projects

- Communications

- Industry

- Agriculture
* Any specific programs?

- Culture

- Other (Things like commonwealth funds)

- Payment to Debt

- Surplus

Please do not have, "infrastructure." It is much too vague, and I am left making assumptions. Incorporate your infrastructure budgeting into specific programs. Infrastructure is new roads, new telephone lines, new hospitals, new schools, new power plants etc, etc. So translate generic infrastructure spending into Education, Healthcare, Energy, and Transportation.

It may take a lil bit of time, but once you have it set up, and saved as a word document, it then becomes easy! You can even take the rubric, copy it, paste it into word, and fill in your numbers as you go! Once established, all you need to do is copy and paste deal stats into it, and adjust each every 24 days or so.
