My dear colleagues,

In regard to the conflict, which is currently smoulding on the Korean peninsula, the Soviet Union has prepared a resolution.

The International Community urges all states, directly or indirectly, involved in this conflict to return to the negotiation table. Reinforcement of the forces based in both Korean states has to end immidiatly. Furthermore the International Community demands the withdraw of the most of the foreign forces on the Korean peninsula:

- United States of America: Withdraw of 180,000 reserve forces until April, 1952
- The French Republic: Withdraw of the Force d'expédition sud-coréenne until February, 1952
- People's Republic of China: Withdraw of all 90,000 soldiers until April, 1952

We urge all members of the Security Council to vote in favour of this proposal. May we remind everyone that a not yet solved war is going on in the region of Tibet. We are not allowed to escalate another conflict.

The Turkish government is not opposing this resolution. However, we want changes. If the Chinese retreat first until February 1952, the French will do the same with the Germans to the same time. Then the North Korean army is demobilized until April 1952. Then the South Korean troops will do the same until that date. Then until May the US reserve forces will follow. Otherwise it is not acceptable to leave an ally defenseless.

We would like to point out, that North Korea has not mobilized yet. The onliest forces mobilizied are the South Korean. So there is no need for demanding a North Korean demobilizisation.

It is more difficult to bring back 90,000 forces already based in North Korean than the French forces which in currently under way to South Korea. So the dates are very proper.

Then we suggest to delay it this way:

- April 1952: Retreat of all Chinese, West German and French troops
- May: demobilisation of all Korean troops
- July: Retreat of the US reserve forces

However, if this is not accepted generally by the Chinese or North Korean government, it will be seen as preparation for a war.

My dear Turkish friend,

We want an equal retreat, thus we demand the retreat by our timetable. We do not see any need to force China to withdraw faster than others.

Furthermore you may allow us the question, if you are blind, because NO North Korean forces has been mobilized yet. Only the South Korean Forces are preparing for a war. Unlike the North Korea. They remain in business as usual. Does war preparations look this way? Answer directly to this question.

May we remind the French representative, that it was the Soviet Union, which made this announcement for a peacefull solution?

If the timetable is the onliest problem in this conflict, than we would be very glad.

The People's Republic of China has prepared a statement, to be presented independently to the United Nations:

We, the People's Republic of China, support a peaceful solution in this regard. We are, however, bound by the limitations of force deployments- in every way, shape and form, we have seen over the past weeks and months increasing hostility between North Korea and South Korea.

This has been largely due to the South Korean Government's unwillingness to abide by the treaty that was reached between North and South. Furthermore, the increasingly militaristic actions of South Korea have prompted this stand-off.

It should be quite obvious to all involved that, in accordance with our agreement with the North Koreans, China cannot withdraw its forces, and thus leave our North Korean friends, brothers and allies exposed.

W are, nonetheless, committed to a peaceful solution. We would suggest that all involved consider the following plan:

  • All German and French troops en-route be returned home, or diverted elsewhere
  • American troops reduce their forces until they have 90,000 in South Korea
  • China and the United States withdraw incrementally, until both sides have withdrawn all forces.

We, to demonstrate our commitment to a peaceful solution have already taken the first step, in holding back the additional 15 Divisions preparing to join our forces in North Korea.

We can accept other timetables. However, we can not accept the reduction of US troops under the numbers of before the crise, Chinese troops in North Korea and continued remarks on violations of treaties, which were never violated. Where did South Korea not recognize the North?
The Chinese talk peace but prepare for war.
If they really want peace they should generally accept the proposal here.

The People's Republic of China has prepared a further despatch for presentation:

The Turkish Representative does not appear to be familiar with an ancient maxim, "Those who desire peace, should prepare for war." We wish to have a peaceful solution, but we must also be aware that it may well be in the intent of western powers and South Korea to invade North Korea, which we cannot and will not permit.

We would suggest that proof be presented that they do not wish to do so, by removing their troops from South Korea.

Under the suggestion we have presented, China and the United States would have equal numbers of troops in Korea at the same time, incrementally withdrawing them until no foreign troops are present on either side.

While we have our doubts regarding Turkey, and other's, desire for peace, based on our experiences with them, here is a chance for them to prove that desire and agree to our suggestion. Our suggestion permits a peaceful and equal withdrawal of troops.

We can not leave South Korea defenseless. That is inacceptable, especially as you are the agressor, Mr. Mao. Demanding appologies for something happened years ago is void, if there was a treaty after that. You have to make the first step.

In response, the following has been prepared for presentation:

We would make it quite clear that it is not China that is the aggressor, and we would strongly urge that the Turkish Government takes great care with its words, in order not to provoke an unfortunate reaction.

We also suggest that the Turkish educate their representatives better in the use of languages, as we've made it quite clear that we do not suggest South Korea be left defenseless, but that US and Chinese troops withdraw their forces incrementally at the same time, returning the korea peninsular back to the status quo. We would also urge that a new treaty be formulated following the mutual withdrawal, in order to prevent such events re-occuring.

We urge you to consider that you are currently hindering any diplomatic and peaceful progress.
