In response, the following has been prepared: We do not accept the Turkish proposal, because it is unacceptable. We believe that the plan laid out by our proposal is by far more acceptable, and more advantageous to both sides. We have not made provision for time-frames, as this can be discussed once all involved have accepted the basic proposal. |

The Kingdom of Netherlands support an equal retreat, but we should not let an allied behind, So we can see the point in retreating in a timetable. But then again it will be more fair for both part of the blocks if there was a equal retreat. |

What if the French and German troops are sent home, and then then each week 1 US and 1 Mao brigade are withdrawn at the same time until both sides are down to 10,000 troops on the American side (As they were their before the Chinese in a totally non aggressive role) and 5,000 of Mao's? At which those numbers can be left to deal with internal issues, and because each side is the ally of the other. |

A despatch has been prepared for presentation in response: We are pleased that the United Kingdom is acting in the interests of peace. However, while we would agree to a 10,000 troop cap as the point at which the program ends, we believe that all foreign troops should be removed from Korea. Nonetheless, we would agree to a staggered and simultaneous withdrawal of troops, until the United States and China both have 10,000 troops in the Korean peninsula, proving other foreign forces be withdrawn in their entirety prior to the implementation of this plan. Once the 10,000 troop point has been reached, discussions can take place between North and South Korea, regarding a new treaty and the removal of the remaining foreign forces. |

That is inacceptable. The US forces there are protecting South Korea. Their removal leaves an ally nearly undefended. We will no accept that. While we can talk about a reduction of the reserve troops there, everything else is undiscussable. However, we can make this offer of a time frame: ALL Rebel Chinese forces, the reserve US forces and French and German forces withdraw until May 1st 1952. Both Korean states are demobilizing until February 1st. If this is not accepted, or a sensible counter offer made, the West German government asked us to announce, that then several Luftwaffe wings will go to Korea. The Turkish government will do the same. No sensible counter offer is demanding the removal of all US forces or the stationing of Rebel Chinese forces in Korea. Bayar |

The following despatch is to be presented at the UN: We do not deem our suggestion unacceptable, as it actually permits a course of action that will not lead to war. Chinese forces are equally protecting North Korea, and their removal would leave our ally exposed in the same way. We urge that our offer be accepted, as it is entirely reasonable, permitting equal troop dispositions from both sides, with a view of entirely removing all foreign forces from Korea, or at least find a balance at a lower number. We urge all nations not to further precipitate any unfortunate events by further aggressive acts such as the continued transfer of troops- China has already taken the first step, in halting the deployment of further troops into Korea. |

We would like on the behalf of South Korea, issue this statement: The Republic of Korea has never revoked our recognition of the DPRK. The RoK has not mobilized we have just ordered our reserves to be prepared for emergency mobilization with short notice. We would like to point out that while it may seem reasonable to balance PRC and US/Allied forces in Korea this is seriously endangering the freedom and independence of the RoK as the forces withdrawn will be just over the Yalu, scant hours away from Seoul while any removed US/Allied forces will be hundreds of miles and days or even weeks from the RoK. |

We would equally like to point out that this is clearly false. We would present several points to be considered, quoted from South Korean policy:
Clearly, not only were were South Korean forces mobilized, but put on a war footing, prompting our natural concerns regarding their intentions. As the last one shows, South Korea reneged on their recognition, in action id not necessarily directly in announcement. We believe that, in the light of that feeling, the boundary of 10,000 troops orginally suggested by the British may be appropriate. If, at a later date, North and South Korea feel so inclined, they may well negotiate a new agreement dealing with foreign forces in Korea. |

Inacceptable. Especially after SK only mobilized AFTER the North mobilized. Furthermore, the US are guaranteeing the safety of SK. Thus it is inacceptable to retreat them totally or even down to 10.000 men. That's ridiculous. And if Mr Mao was not so keen on little girls, he knew it. Especially as the Yalu is not far away. That's why we once again offer the Rebels our peace proposal. We want peace. If you don't accept you want war. Bayar |
