Text of the resolution: "All members of the United Nations demand the release of all foreign hostages held by the Mao Clique within the next 7 days." Simple majority of all given votes is adequate to pass the resolution. Soviet ambassador to the United Nations votes Yes to the resolution. |

The People's Republic of China has chosen to make a statement in regard to this resolution. The Soviet Union has initiated this Resolution, not because of any hostages, but because they wish to dominate other nations with their threats. When their threats fail, they find themselves forces to deceive, cheat and act as cloak-and-dagger players from the shadows. The foreign "hostages" to which they refer, so conveniently ignoring the facts at hand, are in custody only due to the direct threats and actions of the Soviet Union against the People's Republic of China. Moreover, we have offered, indeed requested and urged, that arrangements be made to return them home- this has been left out, to permit the Soviet Union to spin its web of deceit and lies. We can in actual fact provide evidence for this. What of Easter Europe, what of all the nations that must fall to the Soviets, because none are willing to stand up against them. We had once hoped that, one day, the world would see reason and recognize the People's Republic's place, so that we could join the UN- now, it seems, the UN has become a playground for yes men, who will simply agree to the Soviet's wishes, and forget the people that suffer as a result. We would have been ashamed to belong to such an institution. In regard to other prisoners, we have repeatedly stated that these are not hostages- but prisoners under law. They have been treated accordingly, with care and consideration. Moreover, we have permitted the course of law to run, as it continues to- the logic is simple, when one nation choses to act directly against another, they must expect consequences. When hostile acts occur as they did in this case, we must naturally assume that these citizens were involved in them, thus exposing themselves to the charges of espionage and others. Nonetheless, while our security services have acted to apprehend potentials, our courts of law have remained firmly rooted in law. Where it not for the inherent hostility of many nations of the world, and the UN and others, we would invite them to attend these court sessions, to demonstrate this. As it stands, for fear of treacherous action, we cannot. Furthermore, those citizens that are or have been aquitted of their charges have ben returned home, as speedily as possible, in the best of health and comfort. We invite the UN to direct their querries to those that have been returned home, for proof of this. Similarly, the Government itself, "Mao's Clique" as the Soviet's have, mistakenly, taken to calling it, has intervened on numerous occasions to lighten charges, sentences or to return citizens to their nations to serve their sentences, as a kindness. In terms of time, effort and cost, it would be by far the most simple solution to simply execute all foreigners, without regard to their actions or anything else. That, however, would be both disgraceful and inhumane, as well as illegal under our laws. We are not a regime of terror, hate, or such disgraceful things that the Soviets would have the world believe. Instead, we are a nation of law, and it is to the path of law that our ways will stay. Finally, we cannot and will not recognize any resolution from the UN or elsewhere that is based on ignorance, fear and the like. We wish for a future in which China, returned to greatness, can co-exist peacefully with the nations of the world, but until such a day, we must be vigilant against those who would destroy our ways, and harm our people, simply for their own gain. Should the UN, and its member states, feel the need to disgrace themselves with their actions nonetheless, then the People's Republic has nothing left to say. We bid you all, peace and health. The Union of Socialist Soviet Republics has decided to announce the following statement in regards to the Chinese one: "My dear colleagues, Again and again we had been forced to listen to the disgraceful comments of the representatives of the People's Republic of China. The asserations made by these men are completly unfounded. The onliest interest the Soviet Union has in this affair is, that the hostages taken by the Chinese will be released immediatly. It has never been our interest to dominate other nations, especially China. We had hoped that the new Chinese goverment will become an equal socialst partner in the international community. Instead, we have been forced to face the fact that our former Chinese allies have turned into a belligerent nation, which is a menace to all its neighbours. Thus we have decided to withdraw our military advisor staff and stopped all military equiptment shippings within the last days. Finally we wanted to finish soviet involvement in China, which also included the repayment of all Chinese liabilities and the transfer of all rented ships by the Chinese goverment. But instead of cooperation the Chinese goverment acted hostile and have taken hostages from the advisors which have helped the chinese residents to improve their standard of living. The main purpose of this resolution are the foreign hostages in China. The question of the Chinese liabilities and ships is not a concern of the United Nation, though a direct Sino-Soviet matter. Thank you for your attention." |

The People's Republic has prepared the following statement, in response to the propaganda proliferated by the USSR: We are quite prepared to open many of our records in this regard, and would make a few particular references that clearly belie the Soviet Union's claims. First, we would like, in reference to the immediate situation, note the following extracts from official Sino-Soviet communication:
Clearly, while we did and have indeed apprehended all Soviet Citizens, this is largely a matter of state security. We are certain that every member state knows the needs of a state at risk, and they must by simple necessity be such that the people and state come before the foreigners, regardless of nationality. Clearly however, this has nothing to do with "hostage taking" as the Soviet Union so adamantly insists- indeed "Once more the Mao clique acts as a hostage-taker." was the term used. Our comments regarding political leverage stand, now stronger than before. Further examples follow in that communication, again and again ignored or falsely manipulated by Beria in Moscow:
We went as far as arranging and suggesting a handover, and yet the issue has been ignored entirely by the Soviet Union in its desperation to come out as the victor. The Soviet Union is the nation that claims we, the People's Republic is a warlike peoples? We would like, much to our regret, bring reference to comments of the Soviets prior to the outbreak of hostilities in Tibet:
This demand already should have opened our eyes to Soviet intends, particularly as it was an ultimatum that required filling before a delivery of trucks was made. Moreover, once China was encouraged and supported by the Soviet Union it its endeavours, but it seems that once a nation will no longer accept every scrap of idiocy that the Soviets throw their way, they are dismissed, discredited and betrayed. Moreover, any man would be hard put to produce evidence of any warlike actions, against the Soviet Union. The USSR, however, has made numerous threats and blustering ultimatums in this regard. And now, now the USSR wishes to claim the PRC as a belligerent nation? The Soviet Union's only "interest the Soviet Union has in this affair is, that the hostages taken by the Chinese will be released immediatly"? We are inclined to doubt that, considering circumstance, and history. We will make public another communication between the Soviet Union and the People's Republic:
Perhaps other comments on the subject as it was discussed are equally valid:
We condemn, in the strongest possible terms, this cloak and dagger methodology of the Soviet Union, to give with one hand and take with another, to betray the very organizations it now tries to use against their one time allies. We strongly urge all nations, of the UN and otherwise, to consider the evidence we have presented. The PRC is willing, indeed hopefully, of a cordial relationship with the west, and the world, but it is clear to say that the Soviet Union does not share this. We urge them, regardless of their feelings toward the People's Republic, to consider this, and remember that, even should they desire to disgrace themselves, there is nothing they can achieve by agreeing with the Soviet Union out of fear. This despatch composed in presence and agreement of all members of the Central Committee. Soviet ambassador has prepared a statement in regards to the Chinese response:
These quotes out of internal papers, are true. Our ambassador in Beijing sent these messages to Chinese Commissiar of Foreign Affairs. But we have to see this from a different view as the Chinese represented it. We received a message from the swedish Prime Minister Per-Albin Hansson, who indirectly requested aid for the nordic hostages in China. So, the Politburo decided to make a maskirovka (fake) to free these nordic citizien. Furthermore we also attempted to free others at the same time which has been rejected without any comment.
We still demand the unconditional release of all Soviet and the remaining foreign hostages. There is nothing to offer. There is time to act for the PRC.
Not long ago these men and women have been the best friends of the Chinese goverment and suddenly they turn into a danger for the existence of the People's Republic of China. We do not understand what occassion has changed the opinion of the representatives of China, but obviously we have discoverd the real face of Mao. A person which is trying to get personal benefit and does not care about the life of it's citizien or the life of other's. Furthermore we condemn the Chinese actions of quoting from internal and secret papers. We are not going to sink to this level, because we comply with the international rules of policy. |

In the face of continued threats and ultimatums, these men and women did indeed turn into a risk to the state security of China. A nation beset on all sides, betrayed by its ally, can hardly afford to be careless in such matters. We would however, comment that the sole reason, as we have stated and proved again and again, was exclusively to return them to the Soviet Union by the fastest and most efficient manner possible. The Soviet Union, however, has no interest in the people but only the political leverage they can gain by spreading lies- or perhaps there is another reason that Beria's version of the USSR does not wish to have its citizens back? The PRC has no desire to hold these men and women, and will request once again details for a handover. We note the total absence of any evidence to prove their claims in regard to these citizens of foreign states. Moreover, we would like to know why the Soviet Union felt the need to lie and cheat a, at that time, loyal ally. It is clear that even facts are twisted by the Soviet propaganda machine- but we must congratulate the usurper Beria, for he is truly master of murder, intrigue and lies, as evidenced by the recent assassination of our dear Comrade and glorious friend Iosif Stalin. When a nation's security is in threat from the lies of another, then even state secrets must occasionally be revealed. We will not permit the Soviet Union to disgrace communists world wide, nor will we ever comply with their idiotic and unenforceable ultimatums.
