It has not yet been done because the Soviet Union refuses to agree to make arrangements for their transfer. We have already suggested, repeatedly, that they can be handed to North Korea and from North Korea to the Soviet Union. If the Soviet Union would simply agree to the suggestion and make appropriate arrangements to receive them, we will be more than happy to initiate a transfer. Transfer them to North Korea and add all other foreign hostages. We will take care of them, when they arrive North Korean soil. We finally decided to close the Soviet embassy in Beijing within the next 4 month. |

The transfer of approximately 3000 soviets will proceed with all due haste, North Korea has been contacted in this regard, in order to facilitate a handover. The Soviet embassy has already been closed by our staff, the personnel posted there, including the known spies, will be transfered with the other soviet citizens. We are pleased that the Soviet Union as come to its senses and stopped ridiculing itself with foolish words and actions. May we remind China, that it does not have any right to enter an embassy without permission? This behaviour is completly unacceptable. You should, according to international laws, respect the diplomatic immunity. But obviously, there are different rules in China. Furthermore we would like to know, what will happen to the remaining foreign hostages taken by you. We still demand, that these brave men and women will be released instantly. |

It seems the USSR is even less familiar with international convention that the lowliest clerk, for we have remained within accepted conventions at all times, although we are by no means obliged to do so. The members of that embassy, and of every other mission and citizen, have been escorted to the convoy designated to carry them home- this is by no means outside the host nation's right. We have neither harmed them, nor otherwise rid them of health, property and safety. Diplomatic immunity grants only protection of body, self and property and trial. Should we wish to file charges against them, then that would be done appropriately through and international court, or a court in their home country. However, we have no desire to do so, merely to return them to their homeland without further ado. Furthermore, we do not care what the Soviet Union finds unacceptable- we are interested in China, and not the petty opinions of a power-crazed maniac in Moscow. Entry into an embassy is permitted to security/law forces of the home nation, as is the formal closing of an embassy charter by the host nation to any other nation, party or group. In the event that a embassy charter is closed, the embassy personnel shall have immunity from harm, theft or any other suchlike violation until such time as they are dismissed by their home nation as embassy staff, or are returned to their home nation. Clearly, we have acted well within our bounds, having made the closing of both relations and embassies clear prior to the formal closing of the Soviet Embassy, and the resulting transfer of embassy staff to be returned to their homeland. There is still the question, what is going to happen to the remaining other hostages like from Sweden, Finnland, Germany, United States or Great Britian. We offer you the chance to send them with the Soviet hostages to Pyongyang and finally close this ashamend chapter of Chinese history. Unlike the chinese we respect diplomatic immunity. You call it escort them home, we call it hostage taking. It is a crime, nothing else. And you, Mr. Mao are just an unprincipled criminal. We are pretty used to the steady insults of the chinese towards the Soviet Union, but we are extremely disappointed of the Chinese commentary in regards to the death of comrade Stalin. It has been testified by several doctors, that comrade Stalin died because of a heart attack. He was not murdered. Should China dare to indicate more of these lies, we will be forced to react properly. We think it is time to teach China adequate international manners. |

First and foremost, judging from the response, the USSR is barely able to teach its senior leaders international relations, or much else for that matter. The Soviet Union would be well served by keeping their unwanted threats to themselves, they serve no purpose. In order to alleviate any further misunderstandings, we have assembled some information for our Soviet neighbours. hostage (hŏs'tĭj) Rus: заложник, залог n. 1. A person held by one party in a conflict as security that specified terms will be met by the opposing party. 2. One that serves as security against an implied threat. 3. One that is manipulated by the demands of another. The PRC has issued no threats, nor ever suggested that these men and women are security against something else. Indeed, the only attempt at hostage taking in this situation is by the Soviet Union, for they have repeatedly attempted to manipulate other nations to their will with empty threats. Whatever the truth of the matter, under the circumstances, a Soviet doctor's witness would not be usable within a court of law. Our medical staff also have provided us with a list of objects known to cause heart attacks when applied in certain manners, we would be more than willing to deliver a copy to the departing soviet ambassador. However, the matter of the fact is this: the actions of the soviet union toward us and on the international stage are what they will be judged by, not of who leads them, and how. So, we consider this particular discussion closed as irrelevant. We will make this quite clear: The People's Republic of China does not jump when Comrade Beria snaps his fingers, that is not how international relations, particularly not with China, work. It is this man, the one you disgrace yourself by calling "unprincipled criminal", that has repeatedly ensured that the course of law is maintained, that the soviet citizens are treaty with the dignity, respect and safety that they deserve. We could have killed them, and every other foreigner in our country, it would not take too much time or too many bullets. But that is not the way of law, not the way of China, not the way of Mao. The Soviet Union should see reason and cease its insults, because they simply disgrace themselves by proceeding as they do now. The other prisoners to which you refer will remain in Chinese custody, until their court session closes, and they are either found guilty and sentenced of found innocent and returned to their homes. In the meantime, as with all of the affected, they will continue to be cared and provided for in a more than adequate manner. Should they be pronounced innocent, then they will be returned to their home nation, or a location of their choice, through their own government- not the USSR. The USSR may say and think what it will, but in the end, the facts remain, and the Soviet's opinions do not. This despatch composed in presence and agreement of all members of the Central Committee. We would like to Rebel representative to leave the Security Council, and would like to ask any nations that are " conveying " messages from these people to please stop so voting can continue and end, i think we have heard plenty from both sides now. |

The Kingdom of Sweden hereby confirms this Soviet statement. When the kidnappers made an attempt at blackmail by sending us a message where they threatened to kill the hostages unless we agreed to their terms, we passed this message on to the leader of the Union of Soviet Socialist Republics to let him know how the communist movement was disgraced by these criminals. Now when it has been made official that the USSR made attempts at liberating the hostages the Swedish Government would like to publicly express our gratitude for this. |
