I see a lot of blaming and grumbling and grudging going on but not much in the way of actual solid suggestions to improve the game. If you have anything you want to say on improving the game post them here.

First at all:

Fixed mainteance costs. This includes fuel, repairs, food and ammunition. Personal costs are an extra post. Once more I suggest these numbers subject to the purchasing price:

Quote:

Ships:

Patrol Craft & Minesweeper & Auxilliary Ships
< 500 tons standard: 2.0 % (displacement)
> 500 tons standard: 2.5 %

Frigates
< 1,000 tons standard: 3.75 %
> 1,000 tons standard: 4.25 %

Destroyers
< 2,500 tons standard: 5.00 %
> 2,500 tons standard: 6.00 %

Crusiers
< 5,000 tons standard: 8.50 %
> 5,000 tons standard: 9.25 %

Battleships
< 15,000 tons standard: 15.00 %
> 15,000 tons standard: 20.00 %

Aircraft carrier
< 15,000 tons standard: 12.50 %
> 15,000 tons standard: 15.00 %

Submarines
< 3,000 tons submerged: 6.00 %
> 3,000 tons submerged: 7.00 %

Nuclear powered ships are extra charged with 75.00 %, so a nuclear powered aircraft carrier bigger than 15,000 tons will cost 26.25 % maintenance including salary for sailors.

A reclassification should be prohibitted. Onliest allowed classification and numbers in regards to displacement are from en.wikipedia.org.

Edit: Change some numbers. They seemed to be too low.

Vehicles:

Tanks, APC, Artillery, AA stuff: 8.00 %
Trucks, Jeeps: 35.00 %

Aircraft:

Generally 15.00 %

Also we should add a multiplier for wartime, peacetime and so on.

I suggest:

Normal operation = 100%
Combat readiness = 200%
Medium conflict = 300%
Hell broke out (WW3) = 400%

We could talk about the numbers, no doubt, but we would have a skeleton which could be improved by further modifiers.

-----------------------------------------------
Also I propose the following in regards to development times:

Quote:

Frankly we need a rule for this. You can start research much earlier, but the development time increases dramatically.

If you start research:
10 years earlier it takes 100 % longer
9 years 90 % longer
8 years 80 % longer
7 years 70 % longer
6 years 60 % longer
5 years 50 % longer
4 years 40 % longer
3 years 30 % longer
2 years 20 % longer
1 year in advance is okay without consequences on the development time.

Development start has to be announced either in Budget or in another post, so that everything is transparent and traceable. Also it should be prohibited to start development more than 10 years in advance.

Example:

My SS-6 'Sapwood' has been introduced in 1957 IRL. If I start the research in 1947 I will have to face an increase of development time of 100 %. According to wikipedia and other sources, development begun in 1953. This would be 4 years of development. Plus 100 % addition development time would be 8 years. So the rocket could be introduced in 1955.

Further we have to increase the development costs. I suggest, for every year shortening you will have to add 100% on development costs. If you dont have direct data's how much the development was, take it of similary projects.

Example: Leopard 2 development costed about 500 million DM and took nine years. If you want to shorten it to six years you will have to pay four billion DM instead. This is due to higher needs for ressources and so on.

Only two suggestions to make this game more plausibel.
