This sounds oddly like Battlefield Heroes. Let me guess in order to get the rail gun you have to buy the Level 3 weapons pack? All of the upgrades in Battlefield Heroes are aethestic, I believe. I'm boycotting that game though because its such an obvious rip off of TF2.
