It might have something to do with the server. This isn't exclusive to TF2 though, its an issue in all Source games and most games in general.

interesting, this explains some of what I was trying to understand in how shots are registered in the source engine. I was thinking there was some kind of unlagged effect going on for a while. I'm guessing that the netcode used was designed for lan gameplay and doesn't really adjust all that well to the internet and it's delays.
