Kai, what ideas do you have? I know Laser and I have spoken about some things. It should all be pretty straightforward, essentially a streamlined (better) version of the current RR. No assessments, no tier levels, because that is a useless and contradictory element anyway. More attention to detail when it comes to character profiles. Basically making sure that people don't get away with the absurd shit that slips past the radar in RR all the time (ex: non-corporeal characters, instantaneous regeneration, and generally overpowered abilities with no weaknesses at all). It should be stressed that high-powered stuff is just fine, but that it should have limits and/or drawbacks.

Judgements. A last resort. Players should be encouraged to resolve their own battles. But in the event that such a resolution is not possible, a judge could step in. Obviously, our system will not be as fucked up and broken as RR's. Victory shall be decided based on tactics alone, with other aspects (such as description and characterization) counting towards things like kills and other rewards. A unified system that is as fair and impartial as possible, following logic and reason as per the actual sequence of IC events, as opposed to arbitrarily awarding victories based on inconsequential elements that have little or nothing to do with the actual battle.

The group dynamic in the Omniverse. Right now the Yggdrasil is the only group, but that may change. It shouldn't be difficult to adapt a system for groups. The way RR is set up now is decent. We could combine it with the ideas that were used in RPN. Simple, easy, no need to bog things down in endless number-crunching. For instance, groups could be required to have at least one open and active "base" thread, or territory. Further territories could be claimed through IC methods. A set limit on initial holdings may be necessary, maybe not. It's frankly unlikely that things will take off to that point anytime soon anyway, so this is kind of a secondary concern.

An IC currency system. Similar to EP, but more integrated into the game itself. Could be used for various things, really. And if it's handled well, it could provide a great incentive for people to actually get into the game. I reckon we could simply refer to it as "Credits" or "Creds", but a more creative name would be great too.

This could then segue into an IC bounty system. Again, similar to what was attempted in RR (thus far having gone nowhere). If handled with enough care and consideration, this could also have a great impact on things ICly.

So, thoughts?

I like the bounty idea. I'm personally all for the MARK thread like I had made over at RR, and wish to see it work in this forum. Also, I think we can work out a currency system with coding here. I'll have to go find it, so that it shows underneath your information on the left hand side when you post. I used to have that in an old board and it accumulated depending on certain things.
