Game Master
THE RULES

- All players will be randomly assigned one of the game's seven nations - Austria, England, France, Germany, Italy, Turkey, or Russia - in a special ceremony held in the #FreeScrollers IRC. The Game Master (GM) will secretly assign each nation a number from one to seven. The Arbiter of Secrecy will then declare a number, after which the GM will send the Arbiter the list. At that point, the Keeper of Numbers will claim a number, and then ask each other player, in an order of their choosing, to choose another number. This is referred to as "the Process of Enumeration". This Process continues until all players - except the GM, if they are participating in the game - have chosen a unique number. At this point, the GM will reveal the list, and the Arbiter of Secrecy will confirm that the list is identical to the one they were sent prior to the Process. The enumerated players will then compare their number to the list, and be given the nation corresponding to that number. The GM, if they are playing, will play the remaining nation.

- Following the Process of Enumeration, all players will have a minimum of seventy-two hours (exact length of time to be decided by the GM) to submit their orders for Spring 1901. During this time, they also must have created or altered an account on the FS Diplomacy forum such that their username communicates both their preferred name/title and the nation they have been assigned, i.e. "Tess.Italy" or "Queen Tess, by the Grace of God, of the United Kingdom of Great Britain and Ireland and of the British Dominions beyond the Seas Queen, Defender of the Faith, Empress of India" (maybe that one wouldn't quite fit but you get the point). Their forum avatar must also be representative of their nation in some way, as confirmed by the Duke of Stereotypes, Racism, and Other Emblems of Nationality (aka "Duke of Emblems")

- The process for all turns will be subject to GM discretion, per these guidelines:

- Players must be allowed a minimum of forty-two hours to plan, communicate, and submit orders for Spring and Fall turns.
- Players must be allowed a minimum of eighteen hours to plan, communicate, and submit orders for necessary retreats following Spring or Fall, if applicable.
- Players must be allowed a minimum of eighteen hours to plan, communicate, and submit orders for end-of-year building or disbanding units following every Fall turn, if applicable.
- The GM will be allowed a maximum of six hours after the deadline to process, evaluate, and publish all orders for each turn, in that game's History section. At that time they must also announce the next deadline.
- All times used for deadlines will be given in GMT. All players will be expected to perform any necessary conversions to their own local time, and any mistakes in those calculations will be their own gosh dang fault.
- All moves shall be submitted to the GM via a medium of communication of that GM's choosing, announced no later than the posting of the relevant deadline. Submissions must be timely, parsable, and legal. Any submissions or sections of submissions which fail to meet these criteria shall be interpreted as being blank, subject to GM discretion and monitored by the Specter of Good Faith.

- There shall be no imposed limit on means of communication between players for any reason. Any combination of players may use any means to communicate with each other with no restriction or monitoring.

TITLES

It should be noted that all titles are gender-neutral, even where superficially-similar titles from the real world are not. For example, there is not and cannot be a Duchess of Emblems

Game Master - The Game Master runs the game according to the rules documented herein, and subject to any and all scrutiny mandated by this document. They have the final say on any matters pertaining to the game of which they are Master.

Arbiter of Secrecy - The Arbiter of Secrecy guarantees that the Process of Enumeration is conducted fairly, by ensuring that the GM is not arbitrarily selecting nations for other players, as described in the relevant section above.

Keeper of Numbers - The Keeper of Numbers selects the order in which the Process of Enumeration will be conducted among the other players, and is responsible to report to the GM the numbers selected by said players, as described in the relevant section above.

Duke of Emblems - The Duke of Stereotypes, Racism, and Other Emblems of Nationality verifies that all players have created or altered their forum account such that their username, avatar and (if present) signature are all sufficiently related to the nation of that player, according to criteria decided upon by the Duke themself. After Spring 1901 orders are published, the Duke will have twelve hours to publically report to the GM that all players have satisfied these conditions. In addition, the Duke is responsible for continuously verifying the integrity of each player's account, and any embarrassing lapses thereof will reflect poorly on the Duke's record.

Specter of Good Faith - The Specter of Good Faith is responsible to oversee the actions of the GM, and in cases where the Specter believes the GM has acted outside the bounds of Good Faith, will investigate and report their findings. These are in no way binding, but they may inform decisions made by future players in selecting their GM.

Allocator of Titles - The Allocator of Titles is responsible, immediately prior to the Process of Enumeration, to determine which players shall be given which titles. It is encouraged to look upon prior service (if present) of each player to determine which titles they are worthy of bearing. The Allocator title itself is granted by the GM.

Aegis of Veracity - The Aegis of Veracity should check the GM's report each turn to ensure that each player's orders were accurately evaluated, and must investigate in detail should any player request their service.
