Charter of Pacifica
In order to ensure a secure region and democratic governance, we the nations of Pacifica do hereby agree to this Charter and establish the Free Republic of Pacifica.

Article 1. Citizenship
1) Nations residing in Pacifica meeting any citizen requirements set in law may become citizens of Pacifica on the offsite forum through the process designed by the Senate or Chancellor. The application process must include agreeing to follow and uphold the Charter.
2) Nations residing in the region lawfully with or without the status of citizenship shall have the status of Member.
3) As a defender region, no citizen may assist in invasions of innocent regions, or identify as an invader, raider, or imperialist unless otherwise approved by the Senate.

Article 2. Rights
1) All members are entitled to the right to criticize government actions without reprise.
2) No citizen or member may be banned from the region except by a vote of the Senate, unless the member or citizen is violating the Guardian's security policies (See: Article 5 Section 2).
3) Members with WA status have the right to force the Senate to vote on a proposal to become law by posting the proposed text and motioning for a Senate vote. The motion must be supported by at least five other WA members in the region.
4) Members with WA status have the right to force the Senate to hold a recall vote on the Senator. A motion must be made to call the recall vote, and it must be supported by at least five other WA members in the region.
5) The Senate may strip citizenship for inactivity on the forums or lack of a nation within Pacifica.

Article 3. The Legislature
1) The Legislature of Pacifica shall be called the Senate of the Free Republic of Pacifica, or the Senate. The Senate is the supreme authority in Pacifica. It shall be made up of 7 members, 2 elected at the start of each month to a 3 month term, plus the founder.
2) Elections shall begin on the 20th day of each month. A declaration and campaign period shall last for 5 days on the forums. Candidates may be declare their candidacy and create a platform in the appropriate area during this period. At the end of the period no more candidates can enter the race and voting starts. Voting will be held concurrently in two venues: on the forum, open to public view; and in-game. On the forum, all citizens may vote for one candidate. In-game, all members with WA status may vote for one candidate. Voting shall last 5 days. The candidate with the most votes in each venue shall be elected Senator. If the same candidate won without tying in both venues, the candidate with the second most votes on the forum shall also be elected. If there is a tie in either venue that cannot be resolved by eliminating the winner of the opposite venue, then a revote will be held between the tied candidates. Re-votes will last 3 days and be in the appropriate venue.
3) The Senate shall have the power to create any and all laws for the region that do not violate the Charter with a majority vote on the offsite forum. Tied votes are considered failed.
4) A Senator may be recalled by a 5/6ths vote of the Senate, the Senator in question may not vote on his or her recall.
5) The Chancellor shall oversee all votes in the Senate.
6) In the event of a vacancy in the Senate a quick election shall be held on the forums to fill out the term.

Article 4. Executive
1) The executive of Pacifica shall be known both as the Chancellor of the Free Republic of Pacifica, or the Chancellor. The Chancellor shall serve as the head of state and chief executive of Pacifica.
2) The Chancellor shall be elected from within the Senate. Any Senator may be chosen by the Senate to serve as Chancellor. There is no term for Chancellor, the Senate may vote to replace the Chancellor with another Senator at any point.
3) The Chancellor will have full authority to act within the law to enforce the laws of the region, organize regional events, conduct foreign relations and negotiations, and take any other lawful actions to advance the region,
4) The Chancellor has the duty to obey the Charter and laws of the Senate, maintain citizenship, maintain the sovereignty of Pacifica, and act in the best interest of the region.
5) The Chancellor may appoint advisors to assist in his or her duties and authorities at will. The Senate may pass laws requiring their approval before the Chancellor utilizes any of his or her powers.

Article 5. Guardian of the Free Republic
1) The founder (Topid) shall serve as Guardian of the Free Republic, or the Guardian. The Guardian will be the World Assembly Delegate of Pacifica and protect the region from subversion or invasion. If the Guardian steps down as delegate the Chancellor will fill the Delegate position.
2) The Guardian may establish any policy needed to ensure the security of the region, and the stability of the Free Republic. This can include, but is not limited to, endorsement limits, mandatory endorsements, and passwords.
3) Should a member or citizen violate the policies designed to protect the region and the Free Republic, the Guardian may eject and ban the member or citizen.
4) The founder will be responsible for leading the administration of the offsite forum.
5) The founder will be responsible for leading the recruitment effort for the region.
6) The Guardian will be responsible for managing the in-game region and running Senate elections. The ultimate authority regarding all issues other than the security of the delegacy and region lies with the Chancellor and Senate, the Guardian holds no other decision powers.
7) The founder will have full rights and power as any other member of the Senate in addition to these responsibilities.

Article 6. Pacifican Defenders Guild
1) The regional military group shall be known as the Pacifican Defenders Guild (PDG, or the Guild).
2) The Guild will be a defender force, seeking to prevent invasions and liberate regions under invader or imperialist control.
3) The Guild shall also be tasked with carrying out general military goals of the Senate.
4) Day to day running of the Guild, and the organizational structure shall be beyond the powers of Senate.
5) The Guild will be maintained, organized, and lead by the Grand Master, who must be a citizen of Pacifica.
